'J9 <br />MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br />April 2, 1986 <br />The special meeting was called to order by Mayor McAllister at 7:47 PM. <br />PRESENT: Hauer, Peltier, Schwab, McAllister <br />ABSENT: Potts <br />All legal requirements for this special meeting were met. The meeting was called <br />to consider the application of Granger's Inc., to resubdivide their property and <br />any other appropriate city business. The Planning Commission held a public <br />hearing previous to this meeting, and recommended approval. <br />MOTION: Hauer made motion, Peltier seconded, to approve the application of <br />Granger's Inc., for the resubdivision of their property to divide two <br />parcels into three separate parcels as per submitted Certificate of <br />Survey. <br />All aye. Motion Carried. <br />FIRE DEPARTMENT <br />Members of the Hugo Fire Department were present to further discuss the proposed <br />cadet program and operations manual. A copy of both guidelines has been submitted <br />to the Council for their review. <br />MOTION: McAllister made motion, Schwab seconded, that the City of Hugo authorize <br />the implementation of the Fire Cadet Program effective this date. The <br />City Clerk will maintain a current copy of the Cadet by-laws. A hold - <br />harmless will be submitted to the clerk's office prior to acceptance <br />into the program. <br />All aye. Motion Carried. <br />The Council then discussed the proposed Operations Manual that was formulated by <br />the Fire Review Committee and members of the Fire Department. There was discussion <br />about the possibility of allowing people who work in Hugo, but live here, to be <br />members. The Council stated that the manual could be amended at some later date, <br />after the idea had been discussed and agreed to. The manual will be on the <br />agenda for the Council meeting of April 7th. <br />The City received a letter of retirement from Joseph McMahon effective March 31, 1986. <br />As no action was taken by the city terminating his membership, Mr. McMahon was <br />considered a full -fledge member for the year 1985. <br />MOTION: McAllister made motion, Schwab seconded, that the City of Hugo accept <br />Joe McMahon's letter of retirement effective March 31, 1986. A certi- <br />ficate of appreciation should be sent along with a letter of thanks <br />for his years of service on the Fire Dept. <br />All aye. Motion Carried. <br />MOTION: McAllister made motion, Schwab seconded, that the City Clerk send a letter <br />to the secretary of the Hugo FD Relief Assn., stating that the City of <br />Hugo's records show Joe McMahon as an active member of the Hugo FD for all <br />of 1985. <br />VOTING FOR: Hauer, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />Motion Carried. <br />
