/,� U November 17, 1986 <br />MOTION: Schwab made motion, Potts seconded, to adopt ORDI14ANCE 1986-238, AN <br />ORDINANCE AMENDING CHAPTER 20 ENTITLED "ADMINISTRATION" OF THE HUGO <br />CITY CODE TO INCLUDE SOUND RECORDING OF MEETINGS AND TO PROVIDE FOR <br />RETENTION OF SUCH RECORDINGS. <br />All aye. Motion Carried. <br />5.2 Interstate Lumber Co - Site Plan Approval (CB District) <br />The Interstate Lumber is proposing the construction of a 6500 sq. ft. cold <br />storage warehouse that would be attached to the existing structure. The <br />drainage plan was reviewed by the City Engineer, and it was his recommendation <br />that two new catch basins be installed and the existing catchbasin be closed. <br />The City will also require a letter of consent from the Burlington Railroad <br />for construction of the building on their property. <br />MO`T'ION: Hauer made motion, Peltier seconded, to approve the Site Plan for <br />Interstate Lumber to construct a 6500 sq. ft. cold storage building <br />to its existing structure subject to the following conditions: <br />1. Submission of a letter from the Burlington Northern Railroad <br />stating approval of the construction on their property. <br />2. Drainage plan, as recommended by the City Engineer, for in- <br />stallation of two catchbasins and the blockage of the existing <br />basin, be implemented. <br />All aye. Motion Carried. <br />5.5 PUBLIC HEARING (7:30 PM) - Rural/Urban Taxing District <br />The City of Hugo is currently split into two taxing districts - urban, paying <br />100% of the city's mill rate, and rural, paying 80%. The City is considering <br />elimination of the rural taxing district thereby all city taxes be paid at a <br />rate of 100%. Larry Hanson submitted a Memorandum of Opposition to <br />the Proposed Ordinance along with a petition with a list of Hugo property owners <br />opposed to abolishment of the rural taxing district. There was a lengthy <br />discussion, with many residents of the City present, stating their reasons <br />why the present taxing districts should stay in place.
