63 <br />MINUTES OF THE ADDITIONAL REGULAR MEETING OF THE HUGO CITY COUNCIL <br />July 11, 1985 <br />The meeting was called to order by Mayor McAllister at 7:03 PM. <br />PRESENT: Hauer, Peltier, Potts, Schwab, McAllister <br />Charles Johnson and Tom Fast - City of Hugo <br />Mark Vierling, attorney and Nile Kriesel, coordinator <br />Andy Hansen, chairman, Baytown Board <br />Dave Truax, Hugo's commissioner candidate <br />BROWN'S CREEK WATER MANAGENIE3VT ORGANIZATION <br />There was much discussion on the Joint Powers Agreement for the BCWMO. Hugo is <br />concerned with costs and that proper lines establishing boundaries have not been <br />finalized. It was understood that Hugo most likely has little choice but to <br />participate in the WMO, but wishes to insure that only those parcels which con- <br />tribute to Brown's Creek be included in that WMO. 'There would be a separate <br />taxation district for those parcels per Minnesota Statute 473.882, Subd. I. <br />MOTION: McAllister made motion, Potts seconded, to adopt RESOLUTION 1985-11, <br />A RESOLUTION AUTHORIZING THE MAYOR AND CLERK TO SIGN THE JOINT POWERS <br />AGREEMENT WITH THE BROWN'S CREEK WMO AND THE APPOINTED COMMISSIONER <br />BE DIRECTED TO SUBMIT THE HUGO ENGINEER'S ESTIMATE OF THE HUGO PARCELS <br />THAT SHOULD BE INCLDUED AT THE EARLIEST OPPORTUNITY TO THE WMO COMMISSION. <br />VOTING FOR: Hauer, Potts, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />COMMISSIONER & ALTERNATE COMMISSIONER <br />MOTION: Hauer made motion, Schwab seconded, to appoint Dave Truax as Commissioner <br />and Larry Ehret as alternate Commissioner to Brown's Creek WMO. <br />All aye. Motion Carried. <br />TENNIS COURTS <br />Councilman Schwab has one cost proposal, and will obtain another within a few weeks. <br />BUDGET - General discussion. <br />STANEK MATTER <br />General review and discussion. McAllister and Schwab will work to bring this matter <br />to the Council for conclusion. <br />PERSONNEL POLICY <br />General discussion. Councilman Schwab will review and draft a proposal to include <br />the Deputy Clerk and Bookkeeper as full-time classification. <br />
