7 <br />August 19, 1985 <br />MOTION: McAllister made motion, Peltier seconded, that the City Clerk be directed <br />to publish only the title and change description of ORDINANCE 1985-220. <br />All aye. Motion Carried. <br />10.0 CLERK <br />The office received a complaint regarding the possible hazard at 15978 Harrow <br />Avenue. The house has been abandoned for some time, and no doors or windows have <br />been secured against entry. The fee owner of the property is to be contacted <br />and asked what their plans are for the building. <br />The building inspector received a buildiner permit application from Joe Card for <br />the construction of a 10' high x 20' wide basketball backstop. Because of the <br />height of the fence, the abutting property owner is to be notified of the appli- <br />cation. The clerk's office is to notify the Paveks of the application and re- <br />quest that they make comment. <br />7.0 UNFINISHED BUSINESS <br />The City Engineer received a letter from TKDA regarding the upgrading of County <br />Road J (120th Street). Mayor McAllister felt the project cost of $500,000, and <br />Hugo's portion of $70,000, was cost prohibitive. He felt we should notify <br />them of a flat amount of money Hugo would be willing to give them, or ask <br />that they take up the blacktop, and we will participate in making it a gravel <br />road. <br />MOTION: Hauer made motion, Potts seconded, that the City of Hugo will make a <br />$15,000.00 commitment to the cost of upgrading County Road J. Howard <br />Kuusisto is directed to write TKDA and White Bear Township stating <br />that the $466,000.00 cost of the project is, in our opinion, entirely <br />too much money to spend, and Hugo's $70,000 cost participation is <br />too much and would represent 3/4's of the city's annual road budget <br />for an entire year. Hugo will offer $15,000, and ask they consider the <br />possibility of making it a gravel road. <br />VOTING FOR: Hauer, Potts, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />Motion Carried. <br />8.0 NEW BUSINESS <br />The city received a proposal from Leroy Houle for the removal of the dead trees <br />in the city park. Mr. Houle will cut down the trees and removed the brush. The <br />wood would be left in 8' lengths to be taken on a first come, first served basis. <br />MOTION: Schwab made motion, Peltier seconded, to expend $380.00 to hire Leroy <br />Houle to remove 5 dead trees from the city park. <br />All aye. Motion Carried. <br />The city received three bids for upgrading of the tennis courts lying west of <br />City Hall: Brochman Blacktopping ($6304.00), T.A. Schifsky ($14,700), and <br />Blacktop Paving ($17,950.00). Parks Commissioner, Charles Schwab, recommended <br />the city hire T.A. schifsky to do the work. <br />
