March 19, 1984 22 <br /> Ken Granger - cont. <br /> MOTION: McAllister made motion, Peltier seconded, that the Mayor and City Clerk <br /> be authorized to sign the Easement Grant from Kenneth N. and Marjorie J. <br /> Granger to the City of Hugo. The City of Hugo pays to the grantor <br /> the sum of $2,500.00. The $2,500.00 will be paid to the grantor upon <br /> development of a construction agreement between the City of Hugo and <br /> property owners. <br /> All aye. Motion Carried. <br /> 6.0 ORDINANCES AND RESOLUTIONS <br /> MOTION: Vail made motion, Schwab seconded, to adopt ORDINANCE 1984-202, AN <br /> ORDINANCE AMENDING CHAPTER 20 OF THE HUGO CITY CODE ENTITLED "ADMINI- <br /> STRATION" TO AMEND FORM OF DELIVERY OF CITY COUNCIL MINUTES. <br /> VOTING FOR: Atkinson, Schwab, Vail, McAllister <br /> VOTING AGAINST: Peltier <br /> Motion Carried. <br /> 7.0 UNFINISHED BUSINESS - No discussion <br /> 8.0 NEW BUSINESS <br /> Myrl Peterson, Hugo's Postmaster, presenter sketch plan for remodeling of the <br /> post office. The present arrangement has always been an inconvenience for <br /> parking and general access to the building. <br /> MOTION: Peltier made motion, Vail seconded, that the Clerk send a letter to the <br /> Hugo Postmaster stating that the City supports and encourages the con- <br /> cept plan that he has submitted. <br /> All aye. Motion Carried. <br /> 9.0 ATTORNEY AND ENGINEER <br /> Mr. Johnson submitted his mont3iy report. He will start preparation of the easement <br /> descriptions for the NSP matter, in a finalized form, and start making contact <br /> with the property owners indicating we will be negotiating these easements. The <br /> bonding company for the Armon septic system can now be contacted to try and collect <br /> money on the bond. <br /> Engineer Kuusisto discussed the MWCC letter of 2/23/84 regarding excess infiltration <br /> into the sanitary sewer system. It has always been Hugo's contention that we have <br /> a "bottletight system" and not the source of excess infiltration. Kuusisto <br /> recommended the purchase of time-running meters, and will obtain from Metro <br /> certification of meters 41 and 43 stating that they are functioning properly. A <br /> joint, investigative meeting will then4cheduled. <br /> MOTION: McAllister made motion, Peltier seconded, that the City Engineer be directed <br /> to work with the Water Superintendent and have the hour meter installed <br /> in the lift station pumps. The city accepts the proposal as submitted, <br /> and authorizes the Mayor and Clerk to sign same. <br /> All aye. Motion Carried. <br />
