35 <br /> MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br /> May 2, 1984 • <br /> The special meeting was called to order by Mayor McAllister at 7:31 PM. <br /> PRESENT: Peltier, Schwab, McAllister <br /> Charles Johnson, City Attorney <br /> Howard Kuusisbq City Engineer <br /> Roy Schultz, DNR <br /> Bill Weidenbacher, Rice Creek <br /> The special meeting was called to discuss the water levels near Rice Lake and <br /> Oneka Lake. All necessary requirements were met for the calling of a special <br /> meeting. <br /> There were a number of residents near the mentioned area, present at the meeting. <br /> Most of them gave their theory on why a problem exists and what could be done <br /> to relieve the problem. (ATKINSON ARRIVED AT 7:40 PM) . <br /> �d theAfter many hours of trying to/source <br /> of the problem, and provide partial relief, <br /> Mayor McAllister determined that the large culvert at Harrow and 157th is <br /> plugged and needs to openend to relieve Rice Lake. The DNR will be providing <br /> the city with the ordinary, high-water mark for Oneka Lake. Engineer Kuusisto <br /> will be making a field inspection of the area between 157th and 165th to determine <br /> if there are any obstructions. He will submit a preliminary report of his <br /> findings at the Council meeting of May 7th. <br /> Attorney Johnson was instructed to communicate with the legal counsel for the RCWD <br /> about the petitioning process for a ditch improvement. <br /> MISCELLANEOUS <br /> MOTION: McAllister made motion, Peltier seconded, that the Hugo contract officer <br /> be authorized to order a new scanner for the new squad car, in an <br /> amount not to exceed $185.00. <br /> All aye. Motion Carried. <br /> The Council discussed the ponding occurring on the Hintz property (Homestead Avenue) . <br /> Engineer Kuusisto stated that the area is a natural ponding area, and would be <br /> there regardless of the amount of water allowed through the dyke. <br /> The Council was instructed to inspect the intersection of Keystone and 180th to <br /> determine what effect a large amount of fill would have on the property in Hugo. <br /> MOTION: Peltier made motion, Atkinson seconded, to adjourn at 9:51 PM. <br /> All aye.
