May 7, 1984 40 <br /> 8.0 UNFINISHED BUSINESS <br /> 8.1 Preliminary Report - Water Problems (Oneka Lake) <br /> An on-site inspection was made of Hardwood Creek by employees of Kuusisto Engineering, <br /> and pertinent photos of said inspection were submitted to the Council for their review. <br /> There are a number of obstructions along the creek, and no outlet from Oneka Lake. <br /> Water movement in the creek is steady but slow. The gradient is relatively low <br /> north of Oneka Lake as it meanders to Forest Lake Township. Mr. Kuusisto stated <br /> that after the water subsides he would be taking a look at the obstructed culverlon <br /> 157th Street. There were a number of bng-time residents of Hugo present at the <br /> meeting, and stated that they would be willing to sign legal documents stating that <br /> water did flow from the outlet at the southeast corner of Oneka Lake years ago. <br /> This drainage ditch is located on the property of Alex Zaluckyj, and he opposes any <br /> tampering with, what he considers, a private ditch. <br /> MOTION: McAllister made motion, Peltier seconded, that the Mayor and City Attorney <br /> obtain an injunction, in a competent court of jurisdiction, regarding the <br /> drainage way from Oneka Lake to Oneka Lake Boulevard, so that the City <br /> of Hugo be allowed to open said drainage way, and maintain the level of <br /> Oneka Lake. <br /> All aye. Motion Carried. <br /> 9.0 NEW BUSINESS <br /> 9.1 Brown's Creek - Joint Powers Agreement <br /> Mayor McAllister informed the Council some details regarding the establishment of <br /> a Joint Powers with neighbors to Hugo's south for a storm water managment program. <br /> A portion of the southeast corner would fall in the jurisdiction of this group. <br /> This matter will be discussed again at a later date. <br /> MOTION: Peltier made motion, Atkinson seconded, to adjourn at 11 :05 PM. <br /> All aye.
