62 <br /> MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br /> July 11 , 1983 <br /> The special meeting was called to order by Mayor McAllister at 7:00 PM. <br /> PRESENT: McAllister, Peltier, Atkinson, Vail <br /> Captain Tom Green - Keith Richards - Charles Johnson, City Attorney <br /> ABSENT: Schwab <br /> This meetingcalled to discuss a proposed concert to be held in the City of Hugo. <br /> Let the recorddt the City Council, as well as the official newspaper, received <br /> property notification of this meeting. <br /> Mr. Richards, property owner of 105 acres, submitted a list of plans for the concert <br /> that has been proposed to be held on his property. He stated that the concert is <br /> being promoted by Heavy Productions, which is a corporation, with Mr. Steve Evans <br /> as its sole officer. <br /> Ann Fashingbauer, 12564 Goodview, asked why advertising started prior to any noti- <br /> fication to the city. Mr. Richards stated that he had been in the hospital, and <br /> advertising commenced prior his making all the proper arrangements. <br /> Gerald Hauble, 5460 125th Street, wanted to know if Mr. Richards had a site plan for <br /> the event. Mr. Richards had nothing on paper, but verbally sketched the plans. <br /> Richard Stachowiak, 5848 130th Street, questioned about parking provisions. Mr. Richards <br /> stated he may have to rent more land to accommodate the vehicles. <br /> Richards stated that this concert would be a "one time event only". <br /> Mayor McAllister informed Mr. Richards that there was no provision in the city ordi- <br /> nance to issue a non-intoxicating, on sale liquor license for this event. It was <br /> also too late for him to utilize the license of an organization within the city. <br /> Captain Green expressed the concerns of the Washington County Sheriff's Department, <br /> and stated that security, regardless.of how many people were hired for that reason, <br /> would be the responsibility of his office, and felt it would be too much strain. <br /> It was the concensus of all Council members present that the concert should not be <br /> held in the City of Hugo. <br /> Mr. Richards stated that he certainly appreciated the concerns of the City Council, <br /> and that he would contact the owner and inform him that Hugo will not allow the <br /> concert. Also, advertsing would be altered. <br /> NOTION: Vail made motion, Peltier seconded, to adjourn at 7:50 PM. <br /> All aye. Motion Carried. <br /> Mary reager, Clerk <br /> City Hugo <br />
