74 <br /> MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> September 6, 1983 <br /> The meeting was called to order by Mayor McAllister at 7:03 PM. <br /> PRESENT: Peltier, Schwab, Vail, McAllister <br /> City Engineer - Howard Kuusisto <br /> ABSENT: Atkinson <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Peltier made motion, Vail seconded, to approve the minutes of August 15, <br /> 1983, as submitted. <br /> All aye. Motion Carried. <br /> MOTION: Peltier made motion, Schwab seconded, to approve the minutes of the Special <br /> Meeting of August 31 , 1983, as submitted. <br /> All aye. Motion Carried. <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Peltier made motion, Vail seconded, to approve the General Claims of <br /> September 6, 1383, as submitted. <br /> MOTION: Vail made motion, Schwab seconded, to approve the Utility Claims of Septem- <br /> ber 6, 1983, as submitted. <br /> All aye. Motion Carried. <br /> 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br /> 5.1 White Bear Community Counseling <br /> Anne Reis, White Bear Lake Community Counseling Center, was present requesting Hugo's <br /> financial participation in their program. Twenty eight families were served <br /> by the center in 1982. In 1983 families were turned down unless they were able <br /> to pay the full cost of the service. Hugo failed to budget for any services (Forest <br /> Lake and White Bear Lake) in 1983. McAllister stated that Hugo would consider partial <br /> funding of the center if they would allocate the money to service only juveniles <br /> 18 and under, initially. Anne stated that she will respond to this condition prior <br /> to the Council meeting of September 19th. <br /> 5.2 Jer-Neen Spring - Rezoning <br /> Willard and Catherine Sykes had applied to rezone approximately 8.9 acres at the <br /> northeast corner of Highway 61 and 170th Street from Agriculture to Industrial. <br /> Kassen Rameden is the fee owner of the property. The city received a letter from <br /> Mrs. Sykes, stating that they will not be building at the site that was to be rezoned. <br /> Schwab then withdrew his notion for approval of the rezoning made at the Council <br /> meeting of August 15, 1983, and Vail withdrew his second. The fee owner did not <br /> request withdrawal of his application. <br />
