109 <br /> December 19, 1983 <br /> MOTION: Schwab made motion, Vail seconded, to grant a Gambling License to the <br /> Hugo Lions Club, Terrance Williams, Gambling Manager, for the year 1984, <br /> with a waivering of teh bond requirement. <br /> All aye. Motion Carried. <br /> 5.4 Shirley Nelson Hill - Special Use Permit <br /> Mrs. Hill is proposing the establishment of a bar and restaurant at 12101 Keystone <br /> Avenue. The Planning Commission recommended approval of the application. <br /> MOTION: McAllister made motion, Peltier seconded, to approve the Special Use Permit <br /> for Shirley Nelson Hill, for a bar and restaurant at 12010 Keystone Avenue, <br /> subject to the following conditions: <br /> 1 . Construction of a barrier along County Road 8A meeting the satisfaction <br /> of Washington County and the City of Hugo <br /> 2. The parking surface, as required by Ordinance, will be blacktopped <br /> before August 1, 1984. <br /> 3. Concrete parking curbs be installed as may be recommended by the City <br /> Engineer. <br /> 4. A drainage plan, as may be required by the City Engineer, be complied <br /> with. <br /> 5. The applicant shall maintain the proper and necessary licenses from <br /> the Washington County Human Services Department. <br /> 6. A satisfactory Letter of Credit, in the amount of $5,000.00, shall be <br /> submitted to the City of Hugo guaranteeing the above conditions. <br /> 7. All the above conditions to be met by August 31 , 1984. <br /> All aye. Motion Carried. <br /> The city received a letter from Wilbur Harris requesting an extension to the 30 day <br /> deadline (December 21 , 1983) to meet the conditions of the Special Use Permit issued <br /> November 21 , 1983. He stated that weather conditions have placed restrictions on <br /> construction of his proposed building until April, 1984. <br /> MOTION: McAllister made motion, Schwab seconded, that we send Mr. Wilbur Harris a <br /> letter stating that his request for further extension is denied. <br /> VOTING FOR: Schwab, McAllister <br /> VOTING AGAINST: Peltier, Atkinson, Vail <br /> Motion Failed. <br /> MOTION: Vail made motion, Atkinson seconded, that we send Mr. Wilbur Harris a <br /> letter stating that he has until the close of business (1 :30 PM) on <br /> December 29, 1983, to pay the SAC charges or his Special Use Permit is <br /> null and void. No further extensions will be granted. <br /> All aye. Motion Carried. <br /> 5.5 David Howe <br /> Mr. Howe is proposing the construction of a 45 x 81 pole type building to be used <br /> for his farming operation. The house will be constructed at a later date. It was <br /> the concensus of the Council that this is a legitimate farming operation. <br />
