APRIL 169 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE C OUNCIL VILLAGE OF HUGO <br /> The meeting was called to order at 7:05 PM by Mayor Carlson. Roll was called: <br /> Carlson, LaValle, Leroux, Bjorum, and Lease present. <br /> Minutes of the April 2nd meeting were approved after review. Regarding the claims <br /> for payment, Leroux would like them identified in the future. General claims and <br /> Water Dept. claims were approved after review. <br /> Leroux announced that the Hugo Planning Commission is having a Public Hearing on the <br /> Comprehensive Plan April 25th, 8:00 PM at the Hugo Elementary School. <br /> Mayor Carlson reported he had heard from Al We that the HUD Grant is to be given <br /> to Hugo for the sewer project. <br /> Pam Bjorum reported that there is an Ordinance Committee meeting set for May 3rd, <br /> and they have ready for the Village Code Chapters 409 909 180, & 230. Chapters on <br /> fire prevention, utilities, streets and roads and nuisances are to be worked on at <br /> the next meeting. <br /> Regarding the expenditures for legal fees for recodification of the Village Ordinances, <br /> Clerk Burkard questioned whether a motion should be made to authorize money to be <br /> spent for this project. The Council and the Attorney didn't think this was necessary. <br /> Concerning the SAC Court Case, Attorney Johnson said Mahtomedi had joined with the <br /> plaintiffs, but approximately 15 to 30 other communities are going to join the de— <br /> fendants. The following action was taken: Motion made and seconded to adopt Resolution <br /> # 18, stating that the Village of Hugo elects to participate in the litigation <br /> identified as the City of Brooklyn Center, et al., vs Metropolitan Council, et a1., <br /> identified as Fourth Judicial District Court File #690532, as a voluntary defendant; <br /> and that the Village Attorney is hereby directed to notify Richard J. Schieffer, <br /> attorney for the Plaintiffs and Thomas S. Hay, attorney for Defendants, of the intention <br /> of the Village of Hugo to participate in the above identified litigation as a voluntary <br /> defendant; and that the Village of Hugo elects to adopt the pleadings of the defendants <br /> presently on file as their own, and the Village Attorney is directed to notify the <br /> above identified attorneys of the Villages desire to adopt said pleadings; and the <br /> Village of Hugo does not elect to participate in the control of the litigation and will <br /> rely on the above-identified attorney for defendants. Motion carried. <br /> George T. Mixon appeared before Council petitioning for a Mobile Home Permit under <br /> Paragraph D, Section II of Oneka Ordinance #8. This trailer would be occupied by a <br /> laborer hired by Mr. Miron and would be located at the farm at 15250 Homestead Avenue <br /> No., Hugo. LaValle said this is quite a common practice, but there is no provision <br /> for it in the ordinance. Motion made by Leroux, seconded by Lease to schedule public <br /> hearing for application for a Mobile Home Permit by schedule public hearing for applica— <br /> tion for a Mobile Home Permit by George T. Mixon on May 7, 19739 8:00 PM at the Hugo <br /> Village Hall. Motion carried. <br /> Graham Anderson appeared before Council and gave them his letter of resignation from <br /> the Planning Commission. There had been in the past, various malicious attacks on his <br /> Property, the last of which was a robbery at their home, when he and his wife were <br /> 1400 miles away. Richard Vail had been asked to close up the house, and the police <br /> department was to check on the property, none of this was done, leaving Mr. Anderson <br /> very disgusted. <br /> Fred Rierman appeared regarding his request for a Specail Use Permit to put up a <br /> building for a metal fabricating business on property owned by Vern Peloquin on <br /> Highway #61. The Planning Commission had approved the granting of the permit subject <br /> to conditions given in a letter to the Council. Vern had with him a sketch plan of <br /> the area and explained his plans to the Council. The Council stated that Vern would <br /> have to go through a minor subdivision before a building permit would be given on <br /> the property. <br />
