AUGUST 209 1973 MINUTES OF PROCEEDINGS OF THIS VILLAGE COUNCIL VILLAGE OF HUGO 10 9 <br /> The meeting was called to order at 7:04 PM by Mayor Carlson. Roll was called: Carlson, <br /> Leroux, Lease present. Bjorum absent. LaValle arrived at 8:00 PM. <br /> The minutes of the August 6th meeting were approved as presented. <br /> Village claims for payment were then reviewed by the council. Motion made by Leroux, seconded <br /> by Lease to pay deputy clerk for one week of vacation. Motion carried. Claims were then <br /> approved after a correction in amount owed Anoka Electric Co—np. <br /> Motion made by Leroux, seconded by Lease to have village council attend League Regional <br /> Meeting in Forest Lake on September 6, 1973 at village expense. Motion carried. <br /> The deputy clerk then introduced the new planning commission secretary to the council <br /> members. Motion made by Leroux, seconded by Lease to hire Marie Jansen as planning <br /> commission secretary for the Village of Hugo. Motion carried. <br /> Mayor Carlson stated he had received a letter from the Department of Natural Resources, <br /> wherein Hugo was specified as an area for flood insurance. <br /> Motion made by Carlson, seconded by Leroux that the ordinance committee be directed to <br /> draft a Mobile Home Park Ordinance and report to council on results. Motion carried. <br /> Mayor Carlson stated work on the Zoning Ordinance is just about complete and he would <br /> like to have mighborhood meetings to have residents come in and discuss the matter <br /> with the council. Motion made by Carlson, seconded by Leroux to schedule a neighborhood <br /> meeting on the Zoning Ordinance at the Hugo School on August 29th with times being 7:00 <br /> for Residential, 8:00 to 9:30 for Agricultural and Conservancey, and 9:30 PM for Businessmen. <br /> Motion carried. <br /> Motion made by Carlson, seconded by Lease to schedule a public hearing on the Zoning Ordinance <br /> on Wednesday, September 12, 1973, 8:00 PM at the Hugo Elementary School. Motion carried. <br /> Mr. R.W. Smith of Barton Construction Company appeared regarding their obtaining a mining <br /> permit. Mr. Smith and Attorney Charles Johnson had corresponded previous to the council <br /> meeting regarding conditions of the permit. Howard Kuusisto questioned Mr. Smith as to a <br /> few aspects of the permit. Motion made by Carlson, seconded by Leroux to grant a Mining <br /> Permit to Barton Construction Co. of Osseo, Minnesota, as specified by conditions of the <br /> permit. Motion carried. Attorney Johnson is to have copies of the permit drawn up for <br /> signature. <br /> Marvin LaValle reported that he had visited the Wilbur Schuman junk yard site and suggests <br /> meeting with Mr. Schuman to discuss details of a Special Use Permit. LaValle questioned <br /> Charles Johnson as to availability of a bond for Mr. Schuman. LaValle and Attorney Johnson <br /> are to work out terms of a Special Use Permit and to report to the council by the September <br /> 4th meeting. <br /> Next item on the agenda was a Special Use Permit for Starmold. The planning commission had <br /> recommended that it be granted subject to certain conditions. Motion made by Carlson, <br /> seconded by Leroux to grant a Special Use Permit to Starmold subject to the conitions <br /> specified in a recommendation from the planning commission which are: <br /> 1. Starmold will not increase the number of people presently employed until public sanitary <br /> sewer is available or until proof of adequate on—site sanitary sewer system. (The pro— <br /> posed sanitary system as shown on the drawing as part of this application is not to be <br /> construed as approved by the Planning Commission.) <br /> 2. Starmold submit proof of ownership of property to the village council by Monday, August <br /> 20, 1973. <br /> Motion carried. <br />
