NOVEMBER 4, 1974 9 <br /> carried. A copy of the Cashier' s Check is attached and made a permanent <br /> part of the minutes. <br /> Regarding the Wilbur Schuman Junk Yard License Mr. LaValle informed the <br /> Council he did not have the information needed or any additional progress <br /> to report. Smith stated he had been hauling cars out regularly. Mr. <br /> LaValle told the Council he will report back to the Council with more <br /> information on December 16th. <br /> Clerk Bob Burkard stated he had received Off sale Liquor License Applications <br /> from the following establishments: <br /> Mr. Swan Anderson, Carpenter's, we have received the two signed applications, <br /> $100.00 fee and surety bond. LaValle made motion, seconded by Lease that <br /> the Off sale Liquor License Application for Carpenter's be approved. Motion <br /> carried. <br /> Irene Traeger - we have received the two signed applications, $100.00 fee <br /> and surety bond. Motion made by Leroux, seconded by Smith that the Off Sale <br /> Liquor License Application for Traeger's be granted. Motion carried. <br /> Mr. Robert Ricci, Ricci's - we have received the two signed applications, <br /> $100.00 fee and surety bond. Motion made by Lease, seconded by Smith <br /> that the Off sale Liquor License Application for Ricci's be granted. <br /> Bill's Bar and Grill - we have received the two signed applications, $100.00 <br /> fee and surety bond. Motion made by Martin, seconded by Smith that the <br /> Off sale Liquor License Application for Bill's Bar and Grill be granted. <br /> Motion carried. <br /> Countryside Center - we have received the two signed applications, $100.00 <br /> fee and surety bond. Motion made by Martin, seconded by Lease that the <br /> Off sale Liquor License Application for Countryside Center be granted. <br /> Motion carried. <br /> Pioneer Club - We received two signed applications, but no surety bond <br /> had been submitted. Bob recommends this application be tabled. <br /> Mr. Land, Mr. Hangi and Mr. Ridler again appeared before the Council to <br /> discuss their problem regarding the lots they purchased. Mr. Kuusisto <br /> suggested they should raise the lot level. The building inspector stated <br /> the minimum is 3i feet above the footings. Lease suggested that they <br /> wait until spring and watch the water level then. They stated that they <br /> had visisted the site this spring and had only 1 slight low spot on the <br /> property. It was suggested that Howard submit a written brief as to <br /> his recommendations regarding the elevation plus the elevation of Horseshoe <br /> Lake, which would probably be their next problem, to the City of Hugo, Mr. <br /> Land, Mr. Hangi and Mr. Ridler. <br /> Motion was made by Lease, seconded by Martin that we had reviewed with <br /> both the people that own the property and engineer and we see it could <br /> pose serious problems, but if they want to follow the recommendation of <br /> the engineer and the way the land sits today it is buildable in accordance <br /> with the engineers report so attached. <br /> The Enviornmental Report on the White Bear Rod and Gun Club was distributed <br /> to the council members. This is the report that will be reviewed by the <br /> EQC Technical Committee on November 5th. The Clerk's office was requested <br /> to send a copy of the report to Rice Creek Watershed. <br /> Motion made and seconded to adjourn at 9:50 , <br />
