<br />NOTICE OF PUBLIC HEARING ON A PROPOSAL
<br />FOR THE ISSUANCE OF EDUCATIONAL FACILITIES REVENUE BONDS
<br />FOR THE MINNESOTA AUTISM CENTER PROJECT
<br />Notice is hereby given that the City Council of the City of Hugo, Minnesota (the "City")
<br />will meet at the City Hall, 14669 Fitzgerald Avenue North, Hugo, Minnesota, on Monday,
<br />November 2, 2015, at 7:00 P.M., to consider the proposal of Autism Opportunities Foundation, a
<br />Minnesota nonprofit corporation having federal income tax-exempt 501(c)(3) status, d/b/a
<br />Minnesota Autism Center (the "Borrower"), that the City assist in financing a project hereinafter
<br />described pursuant to Minnesota Statutes, Sections 469.152 to 469.1655, as amended, by the
<br />issuance of revenue bonds, in one or more series (the "Bonds").
<br />The "Project" consists of (i) refunding Borrower's existing taxable debt related to the
<br />acquisition of land and the purchase of an existing structure in 2014 acquired for the purpose of
<br />establishing a private school to service students grades 4-12 diagnosed with autism spectrum
<br />disorder ("ASD"), consisting of a one-story building of approximately 35,978 square feet with
<br />14 classrooms, a playground area, lunch room, small gym, arcade, library, and parking lot (the
<br />"Existing Facility") currently located at 3800 Silver Bell Road in the City of Eagan, Minnesota
<br />(`Eagan") (the "Existing Project"), and (ii) financing the acquisition, construction, and equipping
<br />of an approximately 48,332 square foot two-story new school building, to be joined with the
<br />Existing Facility, which will serve primarily high school students with ASD, and will include a
<br />reception area, approximately 14 classrooms, I I therapy/breakout rooms, 5 office/conference
<br />rooms, a library, an arcade, a lunch room, and a gynmasium, and will also include construction
<br />of a soccer field and a new parking lot all to be located at 2020 Silver Bell Road in Eagan, which
<br />is at the southwest comer of Silver Bell Road and Tesseraet Place (the "Expansion Project" and,
<br />together with the Existing Project, the "Project"). The Project will be owned, operated, and
<br />managed by the Borrower.
<br />The estimated maximum principal amount of the Bonds to be issued to finance the
<br />Project is $8,800,000.
<br />The Bonds, if and when issued, will not constitute a charge, lien or encumbrance upon
<br />any property of the City or Eagan, and such obligations will not be a charge against the general
<br />credit or taxing powers of the City or Eagan but will be payable from sums to be paid by the
<br />Borrower pursuant to a revenue agreement.
<br />A draft copy of the proposed application to the Commissioner of the Department of
<br />Employment and Economic Development, State of Minnesota, for approval of the Project,
<br />together with all attachments and exhibits thereto, is available for public inspection during
<br />normal business hours, Monday through Friday, at the City Hall in the City.
<br />At the time and place fixed for the Public Hearing, the City Council will give all persons
<br />who appear at the hearing an opportunity to express their views with respect to the proposal.
