221.3 AUTHORITY. This ordinance is <br />adopted pursuant to the authority granted to the <br />City of Hugo by law, including, but not limited <br />to, Minnesota Statutes 412.221 and 412.491. <br />221.4 DUTIES AND RESPONSIBILITIES. <br />The City of Hugo Parks, Recreation and Open <br />Space Commission shall provide the City <br />Council recommendations and advice for the <br />development, maintenance and operation of <br />parks, recreation and open space programs in <br />the City of Hugo. The commission shall have <br />the following duties: <br />Subd. A. Periodically review and make rec- <br />ommendations to the City Council on neces- <br />sary, prudent, or desirable changes to the City's <br />Master Park Plan and Parks Recreation and <br />Open Space policies. <br />Subd. B. Monitor, and annually report to the <br />City Council, the City's success in implementing <br />its Master Park Plan, and the City's contribution <br />toward meeting the community's parks, recre- <br />ation, and leisure needs. <br />Subd. C. Prepare, and annually update for <br />City Council approval, a five-year capital <br />improvement plan for the development of the <br />City's parks and recreation system. <br />Subd. D. Annually prepare and recommend <br />to the City Council a parks and recreation capi- <br />tal improvement budget for the following year. <br />Subd. E. Prepare for City Council approval, <br />standards for park development to assure the <br />publics safety, provide for adequate service, <br />create a unified and identifiable design for <br />Hugo's s parks, and promote their efficient <br />maintenance and operation. <br />Subd. F. Recommend to the City Council <br />necessary, prudent, and desirable rules and <br />regulations for park use to insure the publics <br />safety, enhance system use, discourage van- <br />dalism, maintain cost-effective operations, and <br />to resolve conflicts in park use. <br />Subd. G. Coordinate the development and <br />operation of recreation programs with govern- <br />mental agencies, civic groups, and other orga- <br />nizations promoting or assisting recreation <br />activities in the community. <br />Subd. A. The Commission shall adopt such <br />rules and procedures as are consistent with this <br />ordinance, and as may be necessary for the <br />proper execution and conduct of their duties <br />and responsibilities. <br />Subd. B. Regular meetings of the <br />Commission shall be held bi-monthly. or more <br />often as required. All meetings of the <br />Commission shall be open to the public, with <br />the time and place of all regular meetings post- <br />ed in the City Hall. The Chairperson may call <br />special meetings following three days posted <br />notice at the City Hall. <br />221.7 STAFFING. In order to allow <br />Commission Members to concentrate on policy <br />development and issues of general concern, <br />and relieve them of administrative detail, the <br />City, Council shall provide adequate staff to <br />assist the Parks, Recreation and Open Space <br />Commission with their assigned duties. <br />221.8 EFFECTIVE DATE. This ordinance <br />shall become effective from and after its adop- <br />tion and publication. <br />Published in the White Bear Press July 29, <br />1998. <br />
