221.3 AUTHORITY. This ordinance is adopted pursuant to the authority granted to the City of Hugo by law, including, but not limited to, Minnesota Statutes 412.221 and 412.491. 221.4 DUTIES AND RESPONSIBILITIES. The City of Hugo Parks, Recreation and Open Space Commission shall provide the City Council recommendations and advice for the development, maintenance and operation of parks, recreation and open space programs in the City of Hugo. The commission shall have the following duties: Subd. A. Periodically review and make rec- ommendations to the City Council on neces- sary, prudent, or desirable changes to the City's Master Park Plan and Parks Recreation and Open Space policies. Subd. B. Monitor, and annually report to the City Council, the City's success in implementing its Master Park Plan, and the City's contribution toward meeting the community's parks, recre- ation, and leisure needs. Subd. C. Prepare, and annually update for City Council approval, a five-year capital improvement plan for the development of the City's parks and recreation system. Subd. D. Annually prepare and recommend to the City Council a parks and recreation capi- tal improvement budget for the following year. Subd. E. Prepare for City Council approval, standards for park development to assure the publics safety, provide for adequate service, create a unified and identifiable design for Hugo's s parks, and promote their efficient maintenance and operation. Subd. F. Recommend to the City Council necessary, prudent, and desirable rules and regulations for park use to insure the publics safety, enhance system use, discourage van- dalism, maintain cost-effective operations, and to resolve conflicts in park use. Subd. G. Coordinate the development and operation of recreation programs with govern- mental agencies, civic groups, and other orga- nizations promoting or assisting recreation activities in the community. Subd. A. The Commission shall adopt such rules and procedures as are consistent with this ordinance, and as may be necessary for the proper execution and conduct of their duties and responsibilities. Subd. B. Regular meetings of the Commission shall be held bi-monthly. or more often as required. All meetings of the Commission shall be open to the public, with the time and place of all regular meetings post- ed in the City Hall. The Chairperson may call special meetings following three days posted notice at the City Hall. 221.7 STAFFING. In order to allow Commission Members to concentrate on policy development and issues of general concern, and relieve them of administrative detail, the City, Council shall provide adequate staff to assist the Parks, Recreation and Open Space Commission with their assigned duties. 221.8 EFFECTIVE DATE. This ordinance shall become effective from and after its adop- tion and publication. Published in the White Bear Press July 29, 1998.
