Subd . H. . <br /> ( 1 ) A minimum of four inches of topsoil meeting MNDOT <br /> standards for topsoil borrow is required on all areas <br /> to be seeded or sodded . <br /> (2) Turf standards meeting current MNDOT standards is <br /> required for all right-of-way and easement areas. <br /> (3) The sodding of boulevards is required on all urban <br /> streets. Where sidewalk is required , the sod shall <br /> extend from back of the curb to the edge of the road <br /> right-of-way . In other areas, sod is required to <br /> extend four feet from the back of curb and the <br /> remaining road right-of-way shall be seeded . <br /> (4) Rural streets shall have four feet of sod installed <br /> from the edge of the shoulder extending toward the <br /> right-of-way line. The remaining portion of the road <br /> right-of-way shall be seeded . <br /> ( 5) Disc anchoring mulch and fertilizer is required for <br /> all seeded areas. <br /> (6) Sod shall be installed on all slopes of 3: 1 or greater <br /> in accordance with MNDOT standards. <br /> Subd . I . City Engineer Discretion . The City Engineer may authorize <br /> or require deviations from the design and construction <br /> standards herein established to insure the public' s safety , <br /> to adjust for unusual site conditions, and to insure the <br /> economical maintenance of the public infrastructure. <br /> Subd . J . FuTjiing. <br /> ( 1 ) Streets dedicated for public use by any subdivision of <br /> land or other private development shall be brought to <br /> City standard at no cost to the City prior to their <br /> acceptance for public use. <br /> (2) Where it is in the public' s interest to establish a <br /> new street to maintain the adequacy of the City ' s <br /> transportation network , the street shall be <br /> constructed by the City and the cost assessed as <br /> described in subparagraph (3) below. <br /> ( 3) The City shall make assessments against benefitted <br /> property for street capital improvements in accordance <br /> with the procedures and requirements of Minnesota <br /> Statutes Chapter 429. <br />
