� ~ <br /> 320-48 LAND USE DISTRICT DESIGNATIONS <br /> Subd . A. Land use within the shoreland areas of the City of Hugo <br /> shall be consistent with the goals, policies, and objectives of <br /> the City ' s comprehensive plan , the City ' s Official Zoning Map, the <br /> allowable land uses as designated in Table I , and the following <br /> criteria: <br /> ( 1 ) Preservation of natural areas. <br /> (2) Present ownership and development of shoreland areas. <br /> (3) Shoreland soil types and their engineering capabilities. <br /> (4) Topographic characteristics. <br /> ( 5) Vegetative cover . <br /> (6) In-water physical characteristics, values and constraints. <br /> ( 7) Recreational uses of surface water . <br /> (8) Road and service center accessibility . <br /> (9) Socioeconomic development needs and plans as they involve <br /> water and related land resources. <br /> ( 10) The land requirements of industry which, by its nature, <br /> requires location in shoreland areas. <br /> Subd . B. In addition to the criteria listed in Section 320-47 , <br /> Subd A. , approval of Planned Unit Developments shall consider the <br /> following : <br /> ( 1 ) Existing recreational use of the surface waters, and likely <br /> increases in use associated with planned unit developments. <br /> (2) Physical and aesthetic impacts of increased density . <br /> (3) Suitability of lands for planned unit development approach. <br /> (4) Level of current development in the area . <br /> ( 5) Amounts and types of ownership of undeveloped lands. <br /> Subd . C. At any time where the City deems it appropriate to <br /> change or alter the boundaries of the zoning districts affecting <br /> the shorelands of the City , the land use district boundaries and <br /> use provisions therein , for all the shoreland areas within the <br /> jurisdiction of the City on said lake must be revised to make them <br /> substantially compatible with Minnesota Regulations, Part <br /> 6120.3200, Subd . 3. <br /> Subd . D. When a revision to a zoning district affecting <br /> shorelands of the City is requested by an individual party or <br /> landowner , the individual or party making such request shall <br /> provide the City substantial evidence that the proposed change is <br /> in compliance with the shoreland requirements of Section 320-47, <br /> Subd . B. of this ordinance. Adequacy of such evidence shall be <br /> determined by the City Council . Such evidence is to be considered <br /> by the City Council in conjunction with the goals of the City ' s <br /> Comprehensive Plan , adjacent land uses, and such other matters <br /> which are pertinent in arriving at a decision . <br /> 8 <br />
