<br /> Section 120-1. PURPOSE AND IN-
<br /> TENT
<br /> It is the intent of the City Council,by known as The Times, and has full knowledge of the facts which are stated

<br /> placed by the conditions contains here.
<br /> Section 120-3.DEFINITIONS
<br /> The following usedwin, terms,Ch anto, which is attached was cut from the columns of said newspaper, and
