441 <br /> SECTION 5 . SPECIAL CHANNEL AND ACCESS REQUIREMENTS <br /> A. The Government access channel may be dedicated as an <br /> emergency channel which may be operated by City. <br /> B. Grantee will provide an audio emergency alert override system <br /> that will permit the interruption by designated City <br /> officials of all audio ( including FM) and video programming, <br /> instructing citizens to switch to the emergency channel or <br /> other appropriate channel (s ) for emergency announcements . <br /> C. Grantee shall provide all access and local origination <br /> channels as provided in the Ramsey/Washington Franchise Area <br /> g <br /> except the one ( 1 ) government access channel shall be made <br /> available, at the request of City, as a discrete government <br /> access channel in the City as set forth in the Offering. All <br /> residential Subscribers who receive all or any part of the <br /> total services offered on the System shall also receive all <br /> of said access and local origination channels at no <br /> additional charge. All channels shall be activated upon <br /> System activation and thereafter maintained. Grantee shall <br /> establish rules and regulations prior to System activation <br /> pertaining to the administration of the specially designated <br /> access channels . For purposes of this requirement, the rules <br /> established by Grantee for use in the Ramsey/Washington <br /> Franchise Area are adopted and incorporated herein by <br /> reference . Grantee shall give City written notice of any <br /> change in said rules as soon as the change becomes effective. <br /> 16 <br />
