Rasmussen being duly sworn, on oath says that he is the <br /> publisher or authorized agent and employee of the publisher of the <br /> newspaper known as The Times, and has full knowledge of the facts <br /> which are stated below: <br /> ORDINANCE NO.1986-239 <br /> AN ORDINANCE REGULATING ALL (A) The newspaper has complied with all of the requirements con- <br /> TAXING DISTRICTS WITHIN THE <br /> CORPORATE LIMITS OF THE CITY <br /> OFHUGO,MINNESOTA. stituting qualification as a legal newspaper, as provided by Minnesota <br /> The City Council of the City of Hugo, <br /> hereby ordains: <br /> ARTICLE I — URBAN TAXING DIS- Statute 331A.02, 331A.07 and other applicable laws, as amended. <br /> TRICT <br /> 100-1. PURPOSE. Upon a review, it <br /> has been determined that the difference (B)The printed public notice <br /> in level of provision of municipal serv- <br /> ices for the urban and rural taxing dis- <br /> tricts established in the consolidation <br /> proceeding pursuant to Chapter 414 by <br /> the Minnesota Municipal Commission no <br /> longer exists within the corporate limits which is attached was cut from the columns of said newspaper, and <br /> of the City of Hugo. <br /> 100-2.RATIO OF BENEFITS.
