ORDINANCE 1985-220 <br /> AN ORDINANCE AMENDING THE ZONING ORDINANCE CHAPTER <br /> 320 to INCLUDE EARTH SHELTERED AND EARTH BERMED STRUC— <br /> TURES. <br /> The City Council of the City of Hugo, Washington County, <br /> Minnesota hereby ordains : <br /> Add to definitions in 320-3 Subd. B; <br /> 32a. Earth bermed means constructed so that there is earth <br /> covering on above grade portions of building walls and <br /> no earth covering on roof. The total amount of earth <br /> covering is less than 50 per cent of the exterior walls <br /> and roof surface area. <br /> 32b. Earth sheltered means constructed so that more than 50 <br /> per cent of the exterior surface area of the building, <br /> excluding garages or other accessory buildings are <br /> covered with earth and the building code standards <br /> promulgated pursuant to Minnesota Statutes section <br /> 16.85 are satisfied. Partially completed buildings <br /> shall not be considered earth sheltered. <br /> Also add an amendment to 320-5 after Subd. Q as 320-5 Subd. R. <br /> 320-5 Subd. R. Earth bermed and earth sheltered structures. <br /> 1 . An earth bermed or earth sheltered structure may be <br /> constructed in any zoning district when the use of the <br /> structure is consistent with the use requirement of <br /> the district. <br /> 2. Prior to construction of an earth bermed or earth <br /> sheltered structure, a detailed drainage plan shall <br /> be approved by the City Engineer. <br /> 3.
