ORDINANCE NO. 1977-142 <br /> AN ORDINANCE AMENDING CHAPTER 110 OF THE HUGO CITY CODE, ENTITLED, <br /> "FIRE PREVENTION & PROTECTION" TO PROVIDE FOR THE ESTABLISMENT OF <br /> THE POSITION OF CITY FIRE REVIEWER, ESTABLISH APPLICATION AND <br /> PERMIT REQUIREMENTS FOR OPEN BURNING AND TO PROVIDE FOR THE <br /> COLLECTION OF FEES FOR ISSUANCE OF BURNING PERMITS. <br /> The City Council of the City of Hugo, Washington County, <br /> Minnesota, hereby ordains: <br /> 1. In Section 110-16, entitled, "ADOPTION OF OPEN <br /> BURNING RESTRICTION" in the third line after <br /> "Agency, " insert the following - <br /> "and regulations amendatory thereof, " <br /> 2. In Section 110-20, entitled, "OPEN BURNING <br /> PROHIBITED" in the third line after "Agency" <br /> insert the following - <br /> "and as may be permitted by the terms of an <br /> Open Burning Permit that may be issued subject <br /> to the provisions of this Ordinance. " <br /> 3. Add Section 110-21 as follows - <br /> "100-21. CITY FIRE REVIEWER. The position of <br /> City Fire Reviewer is hereby established and <br /> the City Council is authorized to appoint an <br /> individual to serve in the capacity of City <br /> Fire Reviewer. <br /> Subd. A. QUALIFICATIONS. The City Fire Reviewer <br /> shall be qualified to review applications , inspect <br /> locations, examine and evaluate materials proposed <br /> to be burned together with the surrounding area, <br /> and to coordinate with the City Fire Department <br /> and the Minnesota Pollution Control Agency. The <br /> position of City Fire Reviewer may not be filled <br /> by a member of the City Council. <br /> Subd. B. FILING NOTICE OF APPOINTMENT. Notice <br /> of the name and qualifications of the appointee <br /> shall be filed with the Minnesota Pollution <br /> Control Agency, the City Fire Chief, and the <br /> City Police Chief. <br />
