Subd. F. Alternative Systems. Alternative methods <br /> of sewage disposal such as holding tanks, electric or <br /> gas incinerators, biological and/or tertiary treatment <br /> plants or land disposal systems, wherevery required <br /> or allowed in particular circumstances, shall be subject <br /> to the standards, criteria, rules and regulations of the <br /> Minnesota Department of Health and Minnesota Pollution <br /> Control Agency, and shall also require approval of <br /> the City Plumbing Inspector . <br /> 262-30. ADMINISTRATION. The provisions of this Ordinance <br /> shall be administered as hereinafter set forth. <br /> Subd. A. Enforcing Officer. The City Plumbing Inspector <br /> shall be responsible for the administration of this <br /> Ordinance. The City Council shall hear and decide appeals <br /> and review any order, requirement, decision or determination <br /> made by the City Plumbing Inspector regarding the enforce- <br /> ment of this Ordinance. <br /> Subd. B. Issuance of Permits. No building permit for <br /> any building requiring an on-site sewage disposal system <br /> shall be issued until the permit, as required by this <br /> Ordinance has been issued, and no Farm Site Permit <br /> involving a dwelling and requiring an on-site sewage <br /> disposal system shall be issued until the permit, as <br /> required in this Ordinance has been issued. <br /> Subd. C. Inspection. Inspection pursuant to the <br /> requirements of this Ordinance shall be made as follows: <br /> (1) The City Plumbing Inspector shall make such <br /> inspection or inspections as are necessary <br /> to determine compliance with this Ordinance. <br /> No part of the system shall be covered until <br /> it has been inspected and accepted by the <br /> City Plumbing Inspector. It shall be the <br /> responsibility of the applicant for the permit <br /> to notify the City Plumbing Inspector that the <br /> job is ready for inspection or re-inspection <br /> and it shall be the duty of the City Plumbing <br /> Inspector to make the indicated inspection <br /> within twenty-four (24) hours after such <br /> notice has been given. It shall be the duty <br /> of the owner or occupant of the property <br /> to give the City Plumbing Inspector free <br /> access to the property at reasonable times <br /> for the purpose of making such inspections . <br /> -17- <br />
