JULY 12, 1976 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL 479 <br /> SPECIAL MEETING <br /> TIME:7: 15 P.M. <br /> PRESENT: Lease, LaValle, Leroux, Smith and Schletty. <br /> PLANNING COMMISSION: Spitzer, Peltier, Peloquin, Greger Ehret. <br /> METROPOLITAN PARK BOARD: Bernard Edmunds <br /> Larry Holmberg <br /> Neil Franey <br /> RAMSEY COUNTY PARK BOARD: Beverly McCumb er <br /> Bob Nethercott <br /> Elliot Perovich <br /> Purpose of the meeting was to discuss the plans and future development <br /> of the Open Space Program on the East Side of Bald Eagle Lake. <br /> Thirteen homes are involved in the acquisition. 1325 acres is total <br /> acreage to be acquired, 392 Lino Lakes, Anoka County, 60 acres Hugo, <br /> Washington County and 873 White Bear Township, Ramsey County. Bald Eagle <br /> Lake area mainly to serve as a recreational area whereas Otter Lake <br /> would be more for wildlife. <br /> City questioned the tax loss if the homes in the area were acquired. <br /> County said they would pay the taxes for the next five years at 20% <br /> phase out. Future assessments would also be paid by the County if the <br /> assessment were beneficial to the Open Space Program. Appraisal would <br /> be done by two independent appraisers and a third appraiser would establish <br /> the saleable property. Residents may choose to remain there the rent of <br /> their lives but upon resale, County could condemn. <br /> City questioned maintenance of the park, road and the policing problem <br /> it would impose. Wanted a firm committment from the County regarding the <br /> eventual sewering in the area. Wanted more data on the traffic flow <br /> and at what year the park area would reach a saturating point. Wanted <br /> proof of cost appraisals in other areas ware the open space program <br /> has developed, whether surrounding property values increase or decrease. <br /> Questioned two areas of road that are quite narrow and suggetion further <br /> purchasing of land to accomodate a bike trail. <br /> Councilman stated there would be no more development on the lakeside <br /> as it is to its capacity, suggested an alternate trail route, the possible <br /> area where the sanitary sewer was installed, this would be less costly, <br /> if they did not have to purchase the homes stated there are homes re- <br /> maining on the lake, Overlake Road and Bensons point and questioned <br /> why the homes in Hugo could not remain. <br /> When further data is secured it will be presented to the Planning Comm- <br /> ission for their review.
