OCTOBER 18, 1976 1 1 3 <br /> 8.4 John Tschida - Special Use Permit <br /> No action needed to be taken by the City Council because <br /> request is under permissable uses. Clerk instucted to send <br /> a letter to Mr. Tschida requesting how he intends to resolve <br /> the drainage and parking problems. <br /> 8.6 Open Space Ramsey County - Purchase of northeast section of <br /> Bald Eagle Lake <br /> The Planning Commission denied the request for the purchase. <br /> MOTION: Leroux made motion, seconded by Smii}l , to deny the <br /> request of Ramsey County Open Space to purchase the <br /> northeast section of Bald Eagle Lake. Clerk directed <br /> to write a letter to Mr. Larry Holmberg indicating <br /> denial. <br /> VOTING FOR: Lease, Smith, Schletty, LaValle, and Leroux <br /> MOTION CARRIED <br /> 9.0 MISCELLANEOUS <br /> Mr. Vern Peloquin presented sketches for reviewal by City Council <br /> pertaining to the drainage for Shepherd of the Fields Church. <br /> Mr. Peloquin stated that graveling will be done this year. City will <br /> take care of the snow plowing. <br /> Clerk instructed to submit bills to Mr. James Smith and Mr. Robert <br /> Carlson for work done on their driveways. Their bill to be the same <br /> at $145.08 each. <br /> Mr. Howard Schletty received permission from the City Council to <br /> proceed with the easement work to be done on Sunset Lake. City <br /> Attorney, Charles Johnson, has the legal work completed. <br /> 8.5 Mike Gillen - Appointment to Planning Commission <br /> Mr. Spitzer's term up in 1977. Jim Leroux's position was <br /> never filled. Lease does not like to make an appointment to <br /> the Planning Commission during a campaign. <br /> MOTION: Schletty made motion, seconded by Leroux, to appoint <br /> Mike Gillen to the Planning Commission to fill the <br /> term of Jim Leroux. Term to expire January, 1977. <br /> VOTING FOR: Schletty, Leroux, and Smith <br /> VOTING NO: Lease <br /> ABSTAINED: LaValle <br /> 8.1 Dennis Burdick - Special Use Permit <br /> Mr. Burdick feels that a Special Use Permit is out of order. <br /> He feels that he should be grandfathered in. Mr. Burdick <br /> does not want to give up 10' of his property as requested <br /> for a setback from the sidewalk. Mayor Don Lease thought <br /> the City Council ruled he was not grandfarhere'i in because his <br /> business had ceased operation for a period longer than 12 months. <br /> Mr. Burdick claimed his used car lot was not in operation for <br /> only 72 months. His dealer's license was kept active. Lease asked <br /> if there could by any kind of compromise - such as 5 ' from the <br /> sidewalk. Mr. Burdick said a fair request would be 2 ' all the way <br /> across. Councilman Scliletty stated that there would be a fire <br /> hazard if the overhead di had cars parked in front of them. <br /> Councilman LaValle asked Vuttomer would park. Mr. Burdick <br /> stated that there would be an entrance sign on the south side, <br /> and plan to blacktop the lot 81 ' from the sidewalk all the <br /> way over to the Post Office. LaValle stated that it was difficult <br /> to see cars on Highway 61 when you pull out of the alley by the <br /> Post Office. Councilman LaValle will be personally investigating <br /> the situation and will report at the next City Council meeting. <br /> Mr. Burdick instructed to come to the next City Council meeting, <br /> November 1 , 1976. <br />
