FEBRUARY 22, 1978 MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COU)C. (0 The meeting was called to order by Mayor LaValle at 5:45 P.M. PRESENT: LaValle, Schletty, Vail, Spitzer, and Irsfeld ABSENT: None MOTION: LaValle made motion, Spitzer seconded to have the Braun engineering billing taken out of revenue sharing funds instead of the street budget as it pertains to the bridge construction. VOTING FOR: LaValle, Irsfeld, Spitzer, Vail and Schletty. MOTION CARRIED MOTION: Spitzer made motion, Irsfeld seconded to approve the use of City Hall for the republican caucus on February 28, 1978. VOTING FOR: LaValle, Irsfeld, Spitzer, Vail, and Schletty. MOTION CARRIED Mayor LaValle noted that a letter from Minnesota Pollution Control Agency by Edward Wiik, had requested a representative from Hugo be present for the tentative scheduling on March 1st in a noise test by the White Bear Rod and Gun Club. MOTION: Spitzer made motion, Schletty seconded to have Mayor LaValle represent the city at the site. VOTING FOR: LaValle, Spitzer, Schletty, Vail and Irsfeld. MOTION' CARRIED Mayor LaValle commented that the overhead fuel tank could not be installed due to the hazards it would cause. The underground tank could be put to use this spring. The final draft of the union contract was reviewed. Attorney Johnsons office will correct any typing errors along with the new inserts. MOTION: Mayor LaValle made motion, Spitzer seconded to transmit proposed contract on labor agreement between the city of Hugo and Employee's Union Local #320. VOTING FOR: LaValle, Spitzer, Vail, Schletty, and Irsfeld. MOTION CARRIED MOTION: Spitzer made motion, Irsfeld seconded to have Attorney Johnson submit letter with contract to Larry Evans, Union Representative and that he be requested to respond in writing possibly by March 6, 1978. VOTING FOR: LaValle, Spitzer, Vail, Schletty, and Irsfeld MOTION CARRIED
