NOVEMBER 139 1978 MINUTES OF THE PROCEEDINGS OF THE SPECIAL MEETING o JL <br />OF THE HUGO CITY COUNCIL a G � <br />The meeting was called to order at 7:08 P.M. <br />PRESENT: LaValle, Schletty, Vail, Spitzer, and Irsfeld <br />ABSENT: Mone <br />Mayor LaValle called meeting to order to discuss the administrative duties <br />of the City Clerks office. Past problems have occurred and the city council <br />felt firm guide lines should be drawn up and to be followed through by the <br />clerks office. Central accountability will have to be established so that <br />information will be easily accessible to the city council. Departments to <br />have the following reporting procedures: <br />Police Department - <br />Any council direction shall be issued in written form by city clerk. <br />Police reports - schedule should be drawn up and copy given to city <br />clerk for city files. <br />Time sheets - all time slips should be clearly stated as to the over- <br />time, time off, vacation etc. <br />Utility Department - <br />Directions by council issued in written form <br />Fire Department <br />Directions by council in written form <br />Report schedule given to clerk for city record <br />Maintenance Department - <br />Hourly schedule to be logged by maintenance man <br />(this log will be used for reference as to which roads <br />have been worked on <br />distribution of monies in road budget <br />how much time is spent in utility department) <br />Advance schedule to be given to clerk so the city will <br />know where to locate him <br />Clerk to see to it that schedule is followed, if not, to <br />be brought to council attention <br />Washington County - request county to submit log of work in <br />progress or completed in the city of Hugo <br />Building Inspector - Building Permits to be issued by Clerk <br />Print up check list to confirm the following inspections, <br />by signature and date <br />On site inspection <br />location of building on lot <br />sewer location <br />driveway location with/without culvert <br />well location <br />Footing inspection <br />Rough in inspection <br />Final inspection <br />Final inspection on driveway <br />Plumbing Inspector <br />Rough in inspection <br />Final inspection <br />Sewer (what size, where, diameter) <br />Well (depth and location) <br />Heating Inspector - <br />Final inspection <br />All final inspection slips will serve as claim slips <br />
