118 <br /> SEPTEMBER 4, 1979 <br /> Police Chief (continued) <br /> Mr. Barth stated that because of his illness, and Mr. Jackson's resignation, the <br /> Police Department does not have enough men to meet the demands of the city. Spitzer <br /> suggested that the Police Department reduce services with the man-power available. <br /> 6.7 Attorney <br /> Mr. Johnson submitted his monthly report. Johnson stated that he has been contacted <br /> by Barry Stack regarding a possible discrepancy in the construction of July Avenue <br /> located by the Larry Alm property. The road is apparently not constructed on the <br /> right-ofway. Engineer Kuusisto will contact Mr. Stack to verify his statement, and <br /> ascertain how the city can straighten out the matter. <br /> Mr. Geck, attorney for Jim Brevig, has contacted Mr. Johnson looking for some deter- <br /> mination as to if the city is still willing to proceed to move the dike, and if so, <br /> when this might be expected to happen. Kuusisto was instructed to obtain cost figures <br /> to move the dike by means of a bulldozer, and an alternate way. Assuming that the <br /> City will move the dike, inform Mr. Brevig that the dike would be moved by October 1 , <br /> 1980. Attorney Johnson was instructed to notify Mr. Geck of the action being taken <br /> to resolve this matter. <br /> Attorney Johnson attended the recent meeting regarding Open Space. Spitzer suggested <br /> that Councilman Vail draft a summary of the City's position regarding Open Space. <br /> The Policy Statement should be referred to the Planning Commission to see if there <br /> are areas, other than Open Space, on which the Planning Commission feels the City <br /> Council should comment. <br /> Mr. Ramaden, MR Tourist Camp, has contacted Attorney Johnson, and feels that he has <br /> been unduly harassed by the city. To date, Johnson has not had a response from the <br /> Health Department regarding the possible violations at the camp. City officials <br /> (Crever, Vadnais, Vail and Irsfeld) are to make an on-site inspection of the sewer <br /> system. Attorney Johnson will again contact the State Health Department. <br /> POLICE UNION CONTRACT <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to set a Special Meeting of <br /> the Hugo City Council for September 10th and 18th, 1979, at 7:00 P.M. , <br /> for the purpose of discussion of the Police Union Contract. Mr. Evans <br /> is to be contacted regarding the meeting of September 18. <br /> VOTING FOR: Spitzer, Irsfeld and Vail <br /> MOTION CARRIED <br /> The City's insurance agent is to be asked to attend the meeting of September 10 to <br /> clarify our policy. A written clarification as to what the policy actually covers <br /> is to be provided by the agent. <br /> 6.8 Engineer <br /> Mr. Kuusisto submitted his monthly report. <br /> MOTION: Irsfeld made motion, seconded by Vail, to approve Job Order 49935 <br /> for Northwestern Bell, subject to the reservation of the City Engineer <br /> that the cable to be relocated by Northwestern Bell during roadway <br /> and ditch grading. <br /> VOTING FOR: Spitzer, Irsfeld and Vail <br /> MOTION CARRIED <br />
