•� l <br /> MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br /> May 11 , 1981 <br /> The meeting was called to order by Mayor LaValle at 7:00 PM. <br /> PRESENT: LaValle, McAllister, Schletty, Vail <br /> Attorney Charles Johnson <br /> ABSENT: Irsfeld <br /> MOTION: McAllister made motion, seconded by Vail, that compliance with Article 20-1 , <br /> Subd. E, has been complied with, and that all legal notices of this meeting <br /> have been provided in accordance with the ordinance. <br /> VOTING FOR: LaValle, McAllister, Schletty, Vail <br /> MOTION CARRIED <br /> • <br /> Letters of resignation had been submitted by Mayor LaValle and Councilman Irsfeld. <br /> Mayor LaValle stated that he would be withdrawing his resignation, and speaking for <br /> Councilman Irsfeld, that his would also be withdrawn. <br /> Mayor LaValle stated firmly that no "one" problem had prompted his resignation, but <br /> rather multiple of situations. LaValle stated that he will not file for reelection <br /> when his term was expired, and that Councilman Irsfeld would resign December 31 , 1982. <br /> MOTION: McAllister made motion, seconded by Schletty, that the letter dated <br /> May 4, 1981 , and signed by Mayor Marvin LaValle, indicating his resig- <br /> nation, be accepted and retained as a matter of record. Let the record <br /> show that Mayor LaValle has withdrawn the resignation. <br /> VOTING FOR: LaValle, McAllister, Schletty, Vail <br /> MOTION CARRIED <br /> The Council then discussed ways in which everyone contributed to the problems now <br /> at hand, and ways in which these problems could be remedied. <br /> The City Attorney then discussed the different ways in which the city could legally <br /> discuss personnel matters: 1 ) general meeting, 2) executive session, and 3) special <br /> work session for a stated purpose. The City Clerk stated that she would prefer to <br /> have these matters addressed at an executive session. The City Attorney will report <br /> at the next Council meeting the procedure to be followed for an executive session. <br /> The possibility of hiring of a part-time bookkeeper was discussed. Because of the <br /> constant interruptions in the clerk's office, the clerk did not feel she was able <br /> to devote the attention to the city's books that is required. <br /> MOTION: McAllister made motion, seconded by Vail, that the city advertise for a <br /> bookkeeper for the position of 'bookkeeper for the City of Hugo, and re- <br /> quest resumes be send to the city no later than June 10, 1981 . <br /> MOTION: LaValle made motion, seconded by McAllister, to table this matter until <br /> the response is received from the City Attorney on executive session. <br /> VOTING FOR: LaValle, McAllister, Schletty, Vail <br /> MOTION CARRIED <br />
