76 <br /> MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> September 7, 1982 <br /> The meeting was called to order by Mayor Marvin LaValle at 7:03 PM. <br /> PRESENT: LaValle, McAllister, Vail <br /> ABSENT: Schletty, Irsfeld <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Vail made motion, McAllister seconded, to approve the minutes of August 16, <br /> 1982, after the following correction has been made: <br /> Schletty should not have been marked "ABSENT". <br /> All aye. Motion Carried. <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: McAllister made motion, Vail seconded, to approve the General Claims for <br /> September 7, 1982, as submitted. <br /> All aye. Motion Carried. <br /> MOTION: LaValle made motion, McAllister seconded, to approve the Utility Claims for <br /> September 7, 1982, as submitted. <br /> All aye. Motion Carried. <br /> 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br /> 5.1 Byron Anderson - Rezoning <br /> Mrs. Anderson is seeking approval to rezone 160 acres from Conservancy to Agriculture. <br /> The Anderson's are particularly interested in selling property lying along 152nd Street, <br /> and have no real plans for the sale of the balance of the property. The would like <br /> to rezone because they feel they can get more money for the sale of two 10 acre par- <br /> cels, rather than one parcel at 20 acres. Mayor LaValle stated that the City is not <br /> anxious to rezone property unless there is evidence that the land can accommodate <br /> onsite septic systems, and that information has not been made available. Mrs. Ander- <br /> son said she did not feel they could bear the expense of percolation tests for the <br /> entire piece of land to be rezoned. Mayor LaValle instructed the Clerk to obtain <br /> a map on the soils of Washington County from the ASCS office in Stillwater, and felt <br /> that the Council would be able to get enough information from these maps to get an <br /> indication of the suitability of the land for onsite septic systems. Because 4/5's <br /> vote is needed for changes in zoning, and . not enough soils info available, this <br /> matter will be addressed again at the meeting of 9/20/82. <br /> 5.2 Harlee Anderson - Site Plan Approval <br /> Mr. Anderson, 12203 Fiona, would like to construction a 26 x 36 woodframe building <br /> to be used for a garage and workshop. The existing garage will be torn down at a <br /> future time. <br />
