MINUTES FOR THE EDA MEETING OF MAY 16, 2005 <br />EDA President Fran Miron called the Economic Development Authority to order at 8:30 am. <br />PRESENT: Miron, Arcand, Granger, Klein, Charpentier, Skarich, and Bever <br />City Administrator Mike Ericson and CD Director Bryan Bear <br />APPROVAL OF MINUTES <br />Granger made motion, Klein seconded, to approve the minutes from the EDA meeting of April <br />18, 2005 as presented. <br />All aye. Motion Carried. <br />GUEST SPEAKER (DAVE DOBOSENSKI <br />Dave Dobosenski is the Chief Operating Officer for Fairview Lakes Hospital in Wyoming, <br />MN. He presented the EDA with their plans to open a four -doctor clinic in the Victor Gardens <br />Commercial Center. They will lease space and plan to open in November 2005. Long-term <br />plans of the clinic are to buy land and build a 20,000 sq ft facility. EDA members expressed <br />their strong support to Fairview on their decision to locate a clinic in Hugo. <br />MAY 5, 2005 TIF SUBCOMMITTEE REPORT <br />CD Director Bryan Bear reported that the committee held its first meeting on May 5, 2005. <br />The downtown plan was reviewed and members agreed that the southwest corner of TH61 and <br />CSAH 8 should be office condominiums. <br />Bever made motion, Arcand seconded, to recommend this to the City Council for approval of <br />the final draft. <br />All aye. Motion Carried. <br />The committee also laid out a proposed tax increment financing district in downtown Hugo. <br />The geographic area is defined as along TH61 south from 147th Street to 140th Street, including <br />the old End Zone property, and adjacent parcels south of it on the east side. <br />Klein made motion, Granger seconded, to schedule an EDA joint meeting with the Council and <br />Planning Commission on Friday, May 20, 2005 at 8:30 am, to review the downtown design <br />standards. <br />All aye. Motion Carried. <br />Miron made motion, Granger seconded, to request Council to hold a workshop with City <br />Attorney and LMC officials regarding the Open Meeting Law. <br />All aye. Motion Carried. <br />
