MINUTES FOR THE EDA MEETING OF MAY 18, 2009 <br />EDA Vice President Phil Klein called the meeting to order at 8:30 am. <br />PRESENT: Jan Arcand, Jim Bever Tom Denaway, Mike Granger, Phil Klein, and Fran <br />Miron. <br />ABSENT: Brian Thistle <br />CITY STAFF PRESENT: City Administrator Mike Ericson, Community Development <br />Director Bryan Bear, Associate Planner Rachel Simone, and Shayla Syverson, EDA / Parks <br />Intern <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF APRIL 20, 2009 <br />Granger made motion, Bever seconded, to approve the minutes for the EDA meeting of April 20, <br />2009. <br />All ayes. Motion carried. <br />INTRODUCTION OF SHAYLA SYVERSON <br />Staff introduced Shayla Syverson, Economic Development and Parks Intern to the EDA. She <br />will be working on the BR&E Program, parks programming for the Rice Lake Soccer <br />complex, and other community development tasks. The EDA welcomed Shayla as a member <br />of the City Hall team. <br />UPDATE ON BR&E PROGRAM <br />The Associate Planner gave an update on the BR&E Program. She gave an update on the <br />funding and status of establishing the Leadership Team. There is a meeting scheduled for <br />May 20, 2009 with Liz Templin from the U of M Extension Services to discuss the next <br />steps. Staff will continue to update the EDA on the progress of the BR&E Program. <br />UPDATE ON GOOD TIMES FLEA MARKET <br />Staff updated the EDA on the status of the Good Time Flea Market. The CD Director stated <br />that the event did not happen because the proper steps for approval were not taken. He stated <br />that they may come in at a later date and ask for approval of the flea market. <br />Granger stated that this may not be the best area for a flea market since this could be a <br />redevelopment property. The flea market may delay the redevelopment. Denaway agreed. <br />TIF DISCUSSION <br />On Monday, April 6, 2009, the City Council approved the site plan and variances for <br />Carpenters restaurant located at 14559 Forest Boulevard North. The site plan includes an <br />8,008 square foot single story restaurant building and parking lot for the restaurant. At the <br />meeting staff stated that a Tax Increment Financing (TIF) application and parking easement <br />agreement will be requested by the applicant at a later date. Staff and members from <br />Springsted have been working with the applicant on the TIF application and TIF agreement <br />and the City Attorney on the parking easement agreement.
