MINUTES FOR THE EDA MEETING OF DECEMBER 12, 2011 <br />Miron called the meeting to order at 8:35 am. <br />PRESENT: Arcand, Bever, Denaway, Klein, Puleo, and Miron <br />ABSENT: Graff <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Planner <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF NOVEMBER 14, 2011 <br />Arcand made motion, Klein seconded, to approve minutes for the EDA meeting of <br />November 14, 2011. <br />All aye. Motion carried. <br />ANYTIME FITNESS —14643 MERCANTILE DRIVE, SUITE 100 <br />Staff invited Ryan Manning owner of Anytime Fitness that recently moved in to the <br />Victor Gardens North Village retail center. Mr. Manning presented the EDA with his <br />background and an overview of the business. <br />Mr. Manning stated that he has been waiting four years to open in Hugo. He had a lease <br />signed for a building that has not been built yet and ended up moving into the vacant <br />space in Victor Gardens. The gym is 2,800 square feet with showers. Their business <br />model is based on convenience and motivation. He asked the EDA how he could get <br />involved in the community. <br />Miron mentioned that there are several ways to sponsor events in the City, especially <br />through parks programming. He stated that there is the Hugo Business Association that <br />he may want to get involved with and help with their events. <br />The EDA welcomed Ryan Manning as a new business owner in the City of Hugo. <br />DISCUSSION ON DEVELOPMENT FEE ANALYSIS <br />At its October meeting, the EDA directed staff to put together a development scenario for <br />a restaurant in downtown Hugo. The analysis includes city fees in regards to development <br />in Hugo and surrounding cities. The EDA discussed the spreadsheet at its November <br />meeting and asked staff to bring it to the December meeting for further discussion. Staff <br />included a spreadsheet that outlined the fees for each city. <br />Miron stated that he was impressed with the City's competitiveness with the other cities. <br />It shows that it costs less to build in downtown than in other areas of the City. <br />Commissioner Denaway pointed out the other cities fees for park dedication. He also <br />stated that it would be nice to see the annual taxes for each City. <br />
