BACKGROUND: <br />The Ordinance Review Committee (ORC) has reviewed several ordinance text amendments <br />since 2004. Most recently the ORC completed text amendments to clean up inconsistencies <br />within the Code and the Solar Energy Systems Ordinance. Over the next year the ORC will be <br />reviewing and making recommendation on other zoning ordinance text amendments. Some of <br />these include the Parking, Subdivision, and Planned Unit Development (PUD) ordinances. The <br />first ordinance to be reviewed will be Parking. <br />2. OVERVIEW OF ORDINANCE TEXT AMENDMENTS: <br />In reviewing the zoning code, staff has found the existing parking requirements to be quite <br />excessive based on our experience with the typical demand for parking associated with various <br />uses and also when compared with ordinances in other communities. For that and other reasons, <br />staff is proposing zoning text amendments to address the excessive parking requirements found <br />in the parking code. In addition to the review of the parking requirements for each use, the ORC <br />will review the entire ordinance and make recommendations on revisions. <br />3. RECOMMENDATION: <br />Staff recommends the City Council authorize zoning ordinance text amendment to the parking <br />ordinance to be reviewed by the ORC and to authorize notice of a public hearing on the text <br />amendments when completed. <br />
