Dedicated location of a memorial for local service members which can be a <br />changing memorial, not static. <br />b. Hugo was one of the first Yellow Ribbon Communities. <br />9. Playground: <br />a. New playground suitable for community draw that is possibly a boundless <br />playground (more fully accessible) and will accommodate a broad range of age <br />groups and abilities. <br />10. Splash Pad: <br />a. Needs to be Iocated so parents / guardians can view from a distance. <br />b. Would be a draw for create continuous use of the park during summer months <br />high priority item. <br />
