• Increase program administration funding in accordance with the allowable program <br />percentage (10%). <br />Should the Department of Housing and Urban Development allocate CDBG and HOME funds <br />below the estimates provided above, Washington County will allocate funds in the following <br />manner: <br />Community Development Block Grant <br />• An equal percentage decrease in funding to all projects allocated funds in the 2014 <br />program year. <br />• Decrease to program administration and public services funding in accordance with the <br />allowable program percentages (209/0/159'0). <br />Home Investment Partnership Program <br />• An equal percentage decrease in funding to all projects allocated funds in the 2014 <br />program year. <br />• Decrease to program administration and public services funding in accordance with the <br />allowable program percentage (10%) <br />Should a CDBG or HOME funded project not be able to move forward as anticipated and in <br />order to meet timely spending tests and the new HOME Rules regarding commitment, <br />expenditure and completion dates, program year funds may need to be swapped with another <br />shovel ready project in order to meet the HUD requirements. Any program year swap will be <br />identified in a Plan Amendment, submitted by the County and approved by the Dakota County <br />CDA and the HOME Consortium Lead and HUD. <br />
