Parks Commission Meeting 7-12-00 <br />Page 2 of 3 <br />Street North. Pictures of entrance monuments from other communities were shared with the Commission. A <br />preference for the New Brighton sign was expressed. This is a simple stone sign, on a stone base, <br />with "City of New Brighton Welcome" etched into it. Landscaping is a simple massing of small <br />shrubs all raised on a planting bed formed by a stone retaining wall. Some ideas that were shared <br />included: <br />A. They liked fieldstone as a base. <br />B. They liked simplicity. <br />C. A contest among local landscaping companies could be held to come up with landscape plans for <br />the sign. <br />D. The Hugo logo could possibly be used. <br />E. The sign should be lit. <br />ACTION: The Commission will think about the idea, look at other signs in the area, and develop <br />some ideas and direction for the sign that will be shared at the next meeting. <br />IV. City Hall Park - No improvements will be made to City Hall Park until the future of this property <br />is known. This issue ties into the future of downtown Hugo and City Hall. <br />ACTION: Peter Pedersen will contact Chris Petree about the possibility of some old tennis nets that <br />could be put up. There may be some nets in storage and they will see if they can find them. <br />V. Mahtomedi Request — We will not be donating money to Mahtomedi for tennis nets. <br />VI. Victor Gardens (old Wenzel Farms) — This project was brought back to Planning Commission. <br />The concept has changed and public space has been included in the design. These spaces are small <br />and would function as town squares and gathering spaces. The developer would like to give the land <br />to the City as park land dedication. The City would own the land and the Home Owners Association <br />would maintain the parks. These areas are smaller than the comprehensive plans call for in <br />neighborhood parks. However, the Commission is willing to look at this project again. The <br />Commission was encouraged to visit Liberty on the Lake in Stillwater, the pattern for Victor <br />Gardens. <br />ACTION: Robyn will invite Mr. Pratt to the next Park Commission meeting. <br />VII. Water Tower Site - Mr. Black, Royal Oaks Realty Inc., Townhomes of Bald Eagle Lake, met with <br />Laurie at the site. He agreed to grade and seed the site as well as place Class 5 in the parking lot <br />area. Laurie gave him Concept B, the preferred development plan. Chris Petree cleaned up the <br />garbage behind the well house and the boulders left there can be used to form an edge for the parking <br />lot. <br />VIII. Beaver Ponds — Plans for development of the Hauble property were shared with the Commission. <br />The plans showed two different scenarios. The preferred plan included a local road adjacent to the <br />future park. This expansion could include as much as 12 acres making a neighborhood park totaling <br />about 17 acres. <br />ACTION: Laurie will send Pete large copies of the plan so he can share this idea with the Haubles. <br />IX. Miscellaneous <br />A. The Commission looked at a 60 -acre piece of property on Harrow Avenue, east of Oneka Lake. <br />The land was bisected by a judicial ditch and will not be suitable for purchase as an athletic <br />complex. <br />B. Land is also available on School Section Lake. The Elsola property is for sale and is going for <br />$26,000/acre. The Commission members will try and take a look at it. <br />X.
