Parks Commission Meeting 3-14-01 <br />Page 2 of 2 <br />Elmcrest Avenue. Show Hardwood Creek Trail adjacent to Hwy 61 so that future <br />connections can be shown. The Commission also supports below grade <br />crossings at trail and road intersections. This type of crossing will be pursued <br />on the CSAH 8 project and elsewhere when possible. <br />The Park Commission would also like to collaborate with Washington County on <br />the trail projects and the CSAH project as much as possible. We will invite the <br />County Park Commissioner for our area to one of our future meetings. <br />III. Bernin DNR Scenic and Natural Area Grant: The concept plan for the <br />Bernin site was presented to the Commission. The plan included the sedge <br />meadow wetland, restoration of upland oak woodland, a picnic area near the <br />existing house, a small play structure, a six -car parking lot, a fishing pier and a <br />connection to the DNR public access and a trail. The park will remain primarily <br />passive and natural in character. Expansion to the west and to the north is <br />desirable. The intent is to protect the visual quality of the site and the lake and <br />to maintain the natural resource. The Commission is in support of the concept <br />and endorses the grant application. <br />IV. Rice Lake Park: The lease for the building was before the City Council in <br />March. The Council asked the Commission for input. The Park Commission <br />recommends renewing the church lease for only one year. Building <br />maintenance was also discussed. The building will need a new roof and other <br />repairs as well. Future use for this site was discussed. The site has been <br />suggested for a future Public Works site. An athletic complex may also be an <br />acceptable use for the property. Mapping materials and other pertinent site <br />information will be gathered and an analysis of the site will be completed. This <br />information will be brought back to the Commission in April so that discussion <br />can continue. Soil borings will be requested subsequent to the April meeting. <br />V. Neighborhood Block Party: The discussion on neighborhood block parties <br />was tabled to the next meeting. <br />VI. Updates: 1.) The Charette process starts in April. Everyone was encouraged <br />to become involved. 2.) The Commission should start to look at park planning <br />for the future of Lions Park in the near future. 3.) Dave Strub will not be at our <br />meeting in April. <br />This is an interpretation of the events that happened at the meeting.
