Parks Commission Meeting 6-13-01 <br />Page 2 of 2 <br />III. Bramsted Property — Developer, Mike Quigley from GOR-EM,LLC, has put a proposal before the <br />City to include the Bramsted Property in the MUSA. The developer, with Mike Gair from MFR, has <br />developed what they call "A Prototype Wildlife Corridor Planned Residential Development" Mr. <br />Gair presented the concept to the Park Commission. This development is included in the <br />Neighborhood Park 5 area and the recommendation was made to consider the possibility of providing <br />a neighborhood park in the northwest corner of the development. The park issue will be discussed in <br />the future. Public trail linkages should also be provided. An on -road bike trail is proposed for <br />Goodview Avenue in the future and trails could link to the City owned property in the southeast <br />corner of the development. The Commission welcomed the opportunity to provide input and they <br />look forward to a formal application. <br />VI. Victor Gardens — Len Pratt was present to review the Victor Gardens plans. It was confirmed that <br />the parks and parkland dedication concept is similar to what had been proposed earlier. At this time <br />park land, credit for park development and a maintenance plan will be part of the park dedication <br />package. The details of the agreement will be developed as the process continues. All agreements <br />will be finalized at the time of final plat. This item will return to the park board sometime this <br />summer. <br />VII. Everton Avenue Neighbor — Len Pratt and Jim Peterson were both present to talk about the <br />concepts for this neighbor. Both these developers are cooperating to create an exciting community <br />that will be a significant neighborhood in Hugo. The primary focus of the discussion was the new <br />school site and how a school should be integrated into the neighborhood. A school is the corner <br />stone of a community and planning for the school and reserving the land in this neighborhood will <br />encourage the school district to locate here. This school would be one of the best and trails would <br />link the school to the natural areas and other neighborhoods in the are. The educational and <br />experiential opportunities are enormous. Greenways, parks, parkways, trails and neighborhood parks <br />were discussed. They will be a significant part of the development plans that are brought to the City. <br />VII. CIP — The CIP plan is still being developed. The Commission will be given more information as <br />soon as it is available. <br />VIII. Updates — Robyn LaCasse told us that the Tennis Program at White Bear Lake will no longer be <br />using the tennis courts at City Hall. These courts are in bad shape and cannot be played on <br />competitively. Tennis will be played on other courts this year. She also let us know that T -Ball <br />enrollment has doubled in Hugo. <br />This is an interpretation of the events that happened at the meeting.
