Parks Commission Meeting 11-13-02 <br />Minutes <br />Page 1 of 2 <br />Hugo, Minnesota Parks and Recreation Open Space Commission Meeting <br />November 13, 2002 <br />6:30 p.m. <br />Oneka Room — City Hall <br />Meeting Chair: Robyn LaCasse <br />Minutes By: Laurie McRostie <br />Present: Kitty Cheesebrow, Robyn LaCasse, Jennifer May, Pete Pedersen, Bunny Peterson, David <br />Strub, Tom Weidt, Bronwen Kleissler, Chuck Haas, John Rask, Laurie McRostie. <br />Absent: <br />Copies To: Commission Members, Michele Lindau- Community Development Assistant, John Rask - <br />Community Development Director, Mike Ericson - City Administrator <br />I. Oneka Lake <br />A. Bryan K. Lueth, DNR Urban Area Wildlife Manager and Dave Zappetillo, DNR Area Fisheries <br />Supervisor attended the meeting to discuss the permit application for Oneka Lake. Oneka Lake is <br />classified as a wildlife lake by the DNR. The lake is shallow and supports waterfowl and other wildlife. <br />Fish are not compatible with this type of lake because they eat the food source for waterfowl. DNR <br />Wildlife will not approve the aeration permit and DNR Fisheries will support this decision. <br />B. The Park Department was educated about this matter and appreciated the DNR attending the meeting. <br />C. The City would like to put a fishing or viewing pier in the lake and a permit from the DNR is required <br />but should be no problem to get. A fishing pier will provide an activity and make the lake accessible to <br />people who will be using the park in the future. <br />II. Park Land Acquisition <br />A. Mr. and Mrs. Meyers responded to the add in the Hugonian about parkland. They own 22 acres of land <br />on the north side of Hugo west of Highway 61. Hardwood Creek flows through the property and 18 <br />acres are high ground. No chemicals or herbicides have been used on the property and it is wooded and <br />rolling. <br />B. The land is available and Parks will continue to keep track of this property. A site visit will occur in the <br />future. <br />III. Polty Homes <br />A. The development proposal for Polty Homes was discussed. <br />B. This plan has been modified and more parkland than is required is being dedicated. <br />C. The developer is giving the school site to the City. <br />D. The greenway corridor on the east side of the property is proposed but becomes quite narrow on the <br />north end. <br />E. The City is still very interested in obtaining a park site for the residents of Creekview Preserve to use. <br />This development will probably not support a park in that area but the City will discuss the matter with <br />Mr. Pratt the developer to the immediate north.
