Minutes <br />Parks Commission, City of Hugo <br />April 11, 2013 <br />Council Chambers, City Hall <br />Call to Order <br />Present: Joan Benner, Rachel Berger, Nicole Schmid, Jim Taylor, Tom Windisch <br />Absent: Kris Birch, Chris Boland, Mat Rauschendorfer, Dave Strub <br />Staff Present: Shayla Syverson, Parks Planner <br />Debi Close, Parks Secretary <br />Taylor called the meeting to order at 7:05 p.m. <br />I. Ar)oroval of Minutes from March Meetina <br />Berger made a motion, Benner seconded to approve the minutes of the March 13, 2012 <br />Parks Commission meeting. <br />All Aye. Motion Carried. <br />II. Hardwood Creek Trail Master Plan Presentation <br />Peter Mott, Washington County Parks Manager presented a draft of the Hardwood <br />Creek Trail Master Plan. The concept includes the existing trail and proposed trail <br />extensions following the railroad corridor along Highway 61 from the southern border of <br />Hugo and Washington County to the northern border of Forest Lake and Washington <br />County for a total of 12 miles. <br />An update was also given on current trail projects. These include re -surfacing of existing <br />trail in the late summer of 2013 and extension of the trail between 145th and 140`' <br />Streets. The grade of the planned trail extension was discussed. Concerns were <br />expressed over the safety of the steep side slopes of some portions of the existing <br />railroad bed. The accessibility of the trail at intersections was also discussed. <br />Discussions on the Master Plan included road crossings, the planned roundabout at Hwy <br />61 and 170th, providing for the safety of the variety of trail users (pedestrians, bikers, <br />equestrians, snowmobilers, etc), landscape enhancements, amenities, and signage. <br />
