Minutes <br />Parks Commission, City of Hugo <br />December 11, 2013 <br />7:00 P.M. <br />Council Chambers, City Hall <br />Call to Order <br />Present: Joan Benner, Rachel Berger, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Jim <br />Taylor, Tom Windisch <br />Staff Present: Rachel Juba, Planner <br />Scott Anderson, Public Works Director <br />Shayla Syverson, Parks Planner <br />Debi Close, Secretary <br />Jim Taylor called the meeting to order at 7:03 p.m. <br />I. Approval of Minutes from November Meeting <br />Berger made a motion, Windisch seconded to approve the minutes of the November 13, 2013. <br />All Ayes. <br />Motion carried. <br />II. Lavalle Fields Park Dedication <br />Shayla Syverson, Parks Planner gave a presentation on the Lavalle Preliminary Plat and <br />Planned Unit Development. The developer was unable to attend the meeting. <br />The developer proposed dedicating 2.11 acres of land adjacent to Lions Park and $162,840 in <br />fees. A bituminous trail is proposed through the development to provide a connection between <br />Lions Park and County Road 8. The Parks Commission stated a preference for the trail to <br />connect at a road intersection and at the corner of Lions Park. The developer proposed re- <br />aligning Finale Avenue, the west boundary of Lions Park, with the second phase. The <br />developer proposed dedicating the land with the first phase and dedicating the fee with the <br />second phase, prior to final plat approvals. <br />
