Waters Edae Doa Park <br />Parks Planner, Shayla Syverson shared with the Commission that the Waters Edge <br />Master Association has asked that the City allow the association to use city -owned <br />property for a dog park. A memorandum of understanding (MOU) has been drafted <br />which outlines maintenance expectations and other agreements between the City and <br />the Waters Edge Master Association. <br />The city -owned property being requested for the dog park is located east of Oneka <br />Parkway and is adjacent to the neighborhood. The property includes approximately two <br />acres of upland, surrounded by stormwater ponds. The majority of the site is delineated <br />as wetland. To avoid wetland impacts and additional permitting, wood -chips and other <br />materials are not allowed to be imported from off-site. Grading or other means of filling <br />the wetland are also not permitted. Posts for fencing and general vegetation mowing are <br />not regulated in the wetland and are therefore allowed. <br />Syverson told the Commission that this would be a small neighborhood dog park, mainly <br />for residents in the area and not a destination park. The homeowners association would <br />be responsible for the fencing, mowing, volunteer groups to oversee maintenance, and <br />trash receptacles. They would be required to allow public access to the site. The City <br />would be responsible for bi-annual inspections, installing no parking signs along Oneka <br />Parkway and use of the ditch mower. <br />Staff recommends that the Parks Commission approve the memorandum of <br />understanding between the City of Hugo and the Waters Edge Master Association. <br />Strub was concerned with adjacent property owners and the need to install private <br />property signs on those parcels. He also felt that the MOU should be more general and <br />allow for a representative of the City to do inspections. Windisch questioned if the <br />neighbors were notified and feels it is important to add signage to the dog park. <br />Berger made a motion, Benner seconded to approve the memorandum of understanding <br />between the City of Hugo and the Waters Edge Master Association with the noted <br />modifications. <br />All Aye. Motion Carried. <br />IV. Update on Recreation Proarams <br />Parks Planner, Shayla Syverson provided the Commission with an update on recreation <br />programs. Park Play Days had a great turnout and continues to grow every year. The <br />Nature Camp program had low attendance. The Skyhawks program was a huge hit <br />again this year and filled up fast. The Tour de Hugo is scheduled for Saturday, <br />September 13, 2014. Participation is increasing every year and there are many <br />returning sponsors. The rides are starting to attract serious bikers from outside of Hugo <br />and advertised with the Twin Cities Bike Club. Friday, September 19, 2014 is outdoor <br />movie night.
