MINUTES <br />HUGO BOARD OF ADJUSTMENTS AND APPEALS <br />NOVEMBER 13, 2003 <br />Chairperson Schumann called the meeting to order at 6:30 p.m. <br />PRESENT: Brunotte, Puleo, Schumann <br />ABSENT: None <br />ALSO PRESENT: John Rask, Community Development Director <br />Michele Lindau, Secretary <br />Minutes August 28, 2003 <br />Brunotte made motion, Schumann seconded, to approve the minutes of August 28, 2003 as <br />submitted. <br />Ayes. Brunotte, Schumann <br />Abstain: Puleo <br />Stockness Variance for Accessory Building <br />The Planning Commission considered the application of Tim Stockness, 9757 122nd Street North, <br />for a variance to construct an accessory building closer to the road than the principal structure. <br />The accessory building would be approximately 1,860 square feet in size and would be set back <br />892 feet from the front property line and 20 feet from the side property line. <br />The Community Development Director explained that the applicant had initially requested <br />another variance to allow the existing dog kennel to remain within the 10 -foot required side yard <br />setback for kennels, but the applicant withdrew that portion of the request and will be relocating <br />the kennel to meet the required setback. <br />Mark Tregilgas, 2565 Lake Avenue, White Bear Lake, said that his parents own the vacant lot to <br />the west of the site. Tregilgas had written a letter to the Community Development Director and <br />was at the meeting to express his concern over the value of his parent's property being affected <br />by the location and size of the building that Stockness referred to as the dog kennel. Tregilgas <br />said he felt Stockness was well aware of the setback requirement when he constructed the kennel <br />building. <br />Schumann made motion, Puleo seconded, to recommend approval of the variance to locate the <br />accessory building closer to the road than the principle structure subject to the kennel being <br />
