HUGO BOARD OF ADJUSTMENTS AND APPEALS
MAY 27, 2004
Chairperson Schumann called the meeting to order at 6:35 p.m.
PRESENT: Puleo, Schumann
ABSENT: Brunotte

Minutes April 8, 2004
Schumann made motion, Puleo seconded, to recommend approval of the minutes of April 8, 2004 as
submitted.
All Ayes. Motion carried.
Gary & Becky Halonen Variance for Deck
The Board considered the request of Gary and Becky Halonen, 4784 Europa Trail North, for a
variance to permit a 21' X 14' deck to be located 16 feet from the rear property line where Hugo
City Code requires a 30 foot rear yard setback in the Single Family Detached Residential Zoning
District. When the applicant made application for the building permit in March 2002, a future
deck site was shown on the plan. The applicant built the deck without obtaining a permit
because he wasn't aware a separate permit was required for the deck.
Staff noted that the home was constructed 30 feet from the rear property line. A door for a future
deck was located in the back of the home. Staff has since implemented a policy to review
building plans for deck door locations to ensure they will be able to construct a deck that meets
all setbacks and does not encroach on any easements.
Other than the applicant, there was no one there who wished to speak on the request.
Puleo made motion, Schumann seconded, to recommend approval of the variance for Gary and
Becky Halonen.

John & Lori Zurn Variance for Accessory Building
The Board considered the application of John and Lori Zurn, 9085 122"d Street, for a variance to
construct a 32' X 64' accessory building with an exterior that does not match the exterior of the
principal structure. Hugo City Code Section 1195-030.1, Subd.4 requires that all non-
agricultural accessory buildings to resemble, in style, materials, color, roofline, and siding type,
the principal building on the lot. The home is finished with horizontal steel siding that is tan in
color and dark brown shingles on the roof. The proposed accessory building would be finished
with vertical steel siding of the same color and a dark brown steel roof.
Other than the applicant, there was no one there who wished to speak in the request.
Puleo made motion, Schumann seconded, to recommend approval of the variance for John and
Lori Zurn.
All Ayes. Motion carried.
Thomas Schmidt Variance for Accessory Building
The Board considered the application of Thomas Schmidt, 12280 Goodview Avenue North, for a
variance from Hugo City Code Chapter 320, Section 1195-030 which states that no building shall
be located or protrude in front of the principal building on the site in relation to any public street.
The applicant would like to locate a 28' X 32' building in front of the home on the property at
12280 Goodview Avenue North. The property consists of 10 acres.
Staff found the trees located on the property screened the home and the proposed accessory
building from the street and adjacent properties.
Puleo made motion, Schumann seconded, to recommend approval of the variance for Thomas
Schmidt.
All Ayes. Motion carried.
