MINUTES <br />HUGO BOARD OF ADJUSTMENTS AND APPEALS <br />June 26, 2014 <br />Chairperson Weidt called the meeting to order at 6:30 p.m. <br />PRESENT: Boland, & Gwynn <br />ABSENT: Weidt <br />ALSO PRESENT: Connor Schaefer, Community Development Intern <br />Rachel Juba, Planner <br />Approval of Minutes <br />Boland made motion, Gwynn seconded, to approve the minutes for May 22, 2014, as presented. <br />All Ayes. Motion carried. <br />Windisch — Variance to a construct an accessory building to be in front of the principle <br />structure <br />Community Development Intern, Connor Schaefer, presented on a proposed variance to <br />construct an accessory building in front of the principal structure the application to the Board. <br />The applicant is requesting approval for the construction of a 720 square foot detached garage on <br />his property to be located in front of his existing house. The site is located at 12150 Upper <br />Heather Avenue North. The property is zoned Rural Residential and is 4.38 acres in size. <br />Schaefer presented on the criteria staff uses to evaluate variances, most notably: reasonable use, <br />unique circumstances, character of neighborhood, and spirit and intent. Due to the back <br />placement of the existing house on the lot and the topography of the property, the area that an <br />accessory building can be located is limited. Because of these circumstances, the staff feels that <br />the proposed location of the accessory building is a reasonable placement for an accessory <br />building, while remaining consistent with the character of the neighborhood. Staff recommended <br />the approval of a variance to allow construction of an accessory building to be in front of the <br />principal structure for the property located at 12150 Upper Heather Avenue North. <br />Board Member Boland asked the applicant, Thomas Windisch, to clarify the building material of <br />the proposed garage, and about any plans to plant trees. The applicant answered saying the <br />material will be brick and stucco and that additional trees will be planted to help screen the <br />property. <br />Chairman Gwynn opened the public hearing. No one from the public commented. Chairman <br />Gwynn closed the public hearing. <br />Boland made a motion, Gwynn seconded, to recommend the approval to the City Council of the <br />variance to allow construction of an accessory building to be in front of the principal structure <br />for the property located at 12150 Upper Heather Avenue North. <br />All Ayes. Motion carried. <br />
