Apartment Concept Plan for property located west <br />of Lions Park. <br />DATE: January 26, 2016 for the City Council Meeting of February 1, 2016 <br />ZONING: Planned Unit Development (PUD) <br />1. PLANNING COMMISSION UPDATE: <br />At its January 14, 2016, meeting the Planning Commission reviewed and provided comments on <br />the concept plan. Staff provided background on the approved PUD General Plan and the concept <br />plan provided by the applicant for review. The applicant described the changes from the PUD <br />General Plan approval and concept plan. The applicant generally stated that based on the <br />proposed 97 units and the amount of space is required for 2 to 3 bedroom units, the building <br />begins to get large in size. He stated that the development team looked at a horseshoe and L- <br />shaped building, for building A, but it did not fit on the site. The applicant stated that the <br />building footprint has projections and the architecture breaks up the mass of the building. <br />The Planning Commission generally agreed on the following concerns: <br />1. The very long expansions of the walls and massing of building A. <br />2. The building footprints and orientations on the site. <br />3. The absence of planning the entire site, including building B. <br />4. The plan not showing proposed lot lines and phasing of the development. <br />The Planning Commission provided the following comments on the Concept Plan: <br />1. The proposed concept plan generally didn't meet the conditions shown in the approved <br />PUD General Plan. <br />2. The long massing of Building A was generally disliked. They stated that new building <br />orientations and/or footprints, to break up the massing of such a large building, should be <br />considered. <br />3. The architectural components shown on the concept plan did not break up the large <br />massing of building A. <br />
