Parks, Recreation, and Open Space Commission
Meeting of February 10, 2016
Hugo City Hall, 7:00 pm
Call to Order
Present: John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson, Tom Windisch
Staff Present: Scott Anderson, Public Works Director; Shayla Denaway, Parks Planner; Debi Close, Secretary
Windisch called the meeting to order at 7:05 pm.
1. Approval of Minutes from January Meeting
Tennyson made a motion, Pontrelli seconded to approve the minutes of the January 13, 2016 Parks
Commission meeting.
Windisch abstained
Ayes. Pontrelli, Rauschendorfer, Schmid, Strub, Tennyson
Motion carried.
Windisch requested a discussion on the Vice Chair position and the YMCA Board position be added to the
agenda.
2. Vice Chair Position
Windisch requested a vice chair position be created and asked Dave Strub if he would be interested in filling
this seat. .
Windisch made a motion, Pontrelli seconded to elect Dave Strub as Parks Commission Vice Chair.
All Aye. Motion Carried.
3. YMCA Board Position
Parks Planner, Shayla Denaway informed that Ranell Tennyson volunteered to represent the City of Hugo on
the Forest Lake YMCA Board. There was a vacancy created by the departure of Morris.
4. Update on Fable Hill Park
Parks Planner, Shayla Denaway updated on the meeting held with the Fable Hills Homeowners Association
board representatives and informed of a drafted agreement accepting their $20,000 donation. City Attorney
Dave Snyder is reviewing the document.
Pontrelli made a motion, Tennyson seconded to approve $50,000 for the cost of the playground and to
approve the draft memorandum of understanding agreement with Fable Hill Homeowner Association for the
Fable Hill Park improvements.
All Aye. Motion Carried.
5. Review of the Trail Plan
Parks Planner, Shayla Denaway reviewed the trails portion of the Parks, Trails, and Open Space Plan.
Discussion included: Greenway corridors, future trails, regional collaboration, public support,
bicycle/pedestrian lanes, connectivity, types of trails and trail uses, and implementation.
6. Presentation of WBLA'S Senior Survey
Parks Planner, Shayla Denaway updated on the Morris Leatherman senior survey results. A community
forum was held on February 10 and staff provided an update. The next steps are to create action groups to
analyze the survey results and develop goals for how to use the information.
Tennyson encouraged advertising recreation programs with photos showing that programs are held for
seniors and not just youth.
7. Other
Scott Anderson, Public Works Director provided an update on the City Council's goal setting workshop and
that a workshop will be held to discuss Lions Park.
City staff was directed to coordinate communications on determining meeting dates to help plan this event.
8. Adjournment
Schmid made a motion, Tennyson seconded to adjourn the meeting at 8:51.
