All Ayes. Motion carried. Approval of Minutes for the March 12, 2016 Pancake Breakfast Miron made motion, Klein seconded, to approve the minutes for the March 12, 2016 Pancake Breakfast as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Miron seconded, to approve the agenda as presented. All Ayes. Motion carried. Approval of the Consent Agenda Miron made motion, Petryk seconded, to approve the following Consent Agenda: 1. Approval of Claims 2. Hugo City Council Meeting Minutes for March 21, 2016 Page 2 of 5 Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Finance Director Ron Otkin Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 27 years, Ron has conducted duties related to the City's Finance Department which includes the annual preparation of the City's budget as well as financing of public improvement projects and accounts payable and accounts receivable. Adoption of the Consent Agenda approved the annual performance review for Finance Director Ron Otkin. Approve Special Event Permit for Blacksmith Lounge The Blacksmith Lounge had applied for a Special Event Permit for events to be held during 2016. There is a total of 13 events hosted on their property between April and October. Events include seven auctions, five car shows, and one swap meet. These events have been occurring for several years including the largest event, the Northern Lights Car Show, for 28 years. All of the events are to be outdoors. City Council approval is required because they will be serving alcohol, over 250 people are expected during some events, and an amplified speaker system will be used. Adoption of the Consent Agenda approved the Special Event Permit for the Blacksmith Lounge. Approve Pay Request No. 4 to Pember Companies for 129" Street Bridge Project Pember Companies had submitted pay request No. 4 for the 1291h Street Bridge Improvement Project in the amount of $37,720.59. Senior Engineering Technician Steve Duff had reviewed the pay request and recommended approval. Adoption of the Consent Agenda approved Pay Request No. 4 to Pember Companies. Approve MOA for Field Maintenance with White Bear Lake Area Schools The City of Hugo and White Bear Lake Area Schools (WBLAS) partner in maintenance and use of the ball fields at Diamond Point Park and Lions Park. A memorandum of agreement has been drafted by WBLAS to solidify the partnership that has developed. The City of Hugo maintains the grass and surrounding park areas, while WBLAS drags and paints the infield. WBLAS also manages the day-to-day field schedules in keeping with the City of Hugo's priority list. Field schedules include WBLAS recreation programs, such as Little Sluggers, baseball association games, and special events such as a church clinic. Adoption of the Consent Agenda approved the Memorandum of Agreement for Field Maintenance with White Bear Lake Area Schools. Approve Hiring of Five Public Works Seasonal Employees Each year, the Public Works Department hires seasonal employees to attend to a variety of duties as needed by Public Works. Adoption of the Consent Agenda approved the hiring of Steven Thompson, Neal Nelson, Kraig Petee, Shannon Nelson, and Richard Menne as seasonal employees to fill the Public Works Department summer staffing needs for 2016. Hugo City Council Meeting Minutes for March 21, 2016 Page 3 of 5 Moment of Silence for Ted Bearth Mayor Weidt called for a moment of silence for Washington County Board Chair and former Oakdale Mayor Ted Bearth, who passed away on March 10, 2016. Haas stated that Ted was also the County Board representative for the Yellow Ribbon Network. The Council expressed sympathy to his family, the Washington County Board and staff, and all who knew him. Public Hearing Storm Water Pollution Prevention Program (SWPPP) At the March 7, 2016 meeting, Council tabled the public hearing on the SWPP due to the lack of time. As part of the City's MS4 permit Senior Engineering Technician, Steve Duff, presented the City's current SWPPP. He explained the six components of the SWPPP, including the requirement for inspecting outflows and performing maintenance on ponds, ditches, and catch basins. Steve stated that many of the problems were due to residents depositing shrubs, brush, grass clippings and other debris into the ponds, and providing education to landowners is necessary. Duff explained the different types of possible illicit discharge and efforts to detect it. Often, building contractors were in need of education. Staff training has been done, and staff is enforcing building site erosion control on new construction. Steve spoke about the importance of the paper trail in maintenance and inspections as part of the MS4 permit. The SWPPP is on file at City Hall and on the City's website. Mayor Weidt opened the public hearing. There was no one present to speak, and the Mayor closed the public hearing. As part of the SWPPP educational component, staff recommended the City of Hugo become a member of East Metro Water Resource Education Program at an annual cost of $2,500. Duff explained the benefits of becoming a member. Weidt made motion, Petryk seconded, to approve membership to the East Metro Water Resource Education Program. All Ayes. Motion carried. Update on Oneka Lake Blvd/147th Street Project At the March 7, 2016 meeting, the Council held a public hearing on the Oneka Lake Boulevard/147th Street improvement project. Several residents had spoken and many raised concerns on pedestrian crossings and the speed of traffic on the road. Washington County Sheriff s Department had increased patrol during peak times, as suggested by residents. City Engineer Jay Kennedy explained that the Sheriff s Department had directed 12 patrols, and 32 citations were issued for speeding. Sargent Wayne Johnson stated that approximately 80 percent of those ticketed were local residents. There will be additional enforcement and review of its effectiveness. Wayne explained the majority of tickets were issued in the first few days, and there has been a decline. City Engineer Jay Kennedy discussed with Council safety issues related to pedestrian crossings. One issue was the school bus stop on 147th Street and Foxhill Avenue, and he informed Council Hugo City Council Meeting Minutes for March 21, 2016 Page 4 of 5 that staff will talk to the school district busing provider. Another issue was the intersection of Oneka Lake Boulevard and Geneva Avenue, and Kennedy stated that staff felt a more formal crosswalk should be established with the project. He provided information on different types of active warning devices that could be installed, which would be solar powered. Council generally agreed that a system was needed at the intersection, and discussions need to be had with the school busing provider. No formal action was taken. Update on Yellow Ribbon Network Council Members Chuck Haas and Phil Klein provided an update on activities of the Yellow Ribbon Network to date. The International Guard 133rd Airlift Wing had requested help with playground equipment. He thanked City Engineer Jay Kennedy and the Hugo Public Works Department who connected them with other municipalities, but unfortunately they could not take advantage of it. It is Girl Scout cookie packaging time, and they will be shipped next month. He asked that addresses of military members be forward to the YRN if anyone would like a package sent. Lunch with Tom Emmer on Friday, April 1, 2016 Administrative Intern Taylor Richter informed Council that the Forest Lake Area Chamber of Commerce will host a lunch with Congressman Tom Emmer on Friday, April 1, 2016. The event will be held at Stella's on 97 from 11:45 a.m. — 12:45 p.m. The Council stated they were not available to attend. Food Shelf Pasta Dinner on Saturday, April 2, 2016 Administrative Intern Taylor Richter reminded Council that the Hugo Good Neighbors Food Shelf will hold their 5th Annual Pasta Dinner to raise funds for the new Food Shelf building. The dinner will be held at the Hugo American Legion on Saturday, April 2, 2016, from 6:00-9:00 p.m. Metro Cities Annual Meeting on Thursday, April 21, 2016 Administrative Intern Taylor Richter informed Council that the Metro Cities will hold their annual meeting on Thursday, April 21, 2016 at the University Club, 420 Summit Avenue, St. Paul. The event will begin at 5:30 p.m. with a social hour, followed by a presentation on elections by Professor David Schultz. Petryk made motion, Klein seconded, to schedule a meeting to attend the Metro Cities Annual Meeting on Thursday, April 21, 2016. All Ayes. Motion carried.
