TUESDAY, FEBRUARY 18, 2014
PRESENT: Bronk, Klein, Petryk, Weidt
ABSENT: Haas (was present via Skype but not considered in attendance due to requirements
not being met)
STAFF PRESENT: City Administrator Bryan Bear, Fire Chief Kevin Colvard, Planner Rachel
Juba, Parks Planner Shayla Syverson, and City Clerk Michele Lindau
City Administrator Bryan Bear reviewed the 2013 City Focus Goals, emphasizing the goals that
weren't met from last year.
Fire Chief Kevin Colvard spoke about the recruitment and retention program implemented in
2013, which he feels is going well but it is too early to tell, same with retention of firefighters.
He stated that the Fire Department and City staff were trying to grasp what is involved with
taking over the ambulance service. Kevin talked about some capital expenses that he feels the
Department will need in the future and the importance of holding another workshop with
Council.
Mayor Weidt acknowledged that the Council needs to meet with individual departments more
often.
Planner Rachel Juba summarized the goals of the Planning Commission explaining the two areas
of focus were the development of downtown Hugo and the City identity.
Parks Planner Shayla summarized the goals of the Parks Commission which included the future
of the recreation department in Hugo. Shayla stated that the Parks Commission would like to
meet with Council to discuss what the direction they should go. Development of trails was also a
goal as well as Irish Avenue and Lions Park development. The Commission did not identify a
dog park as a priority, but the Council talked about how they felt there was a need for one in the
community.
Planner Rachel Juba summarized the goals of the Economic Development Authority, which
include downtown redevelopment, specifically the development of the City owned property
along Egg Lake. The EDA also felt it was important to work on maintaining a business friendly
environment, marketing and promoting the City, and creating a five-year EDA plan.
The Council discussed water conservation as being a top goal, and talked about whether the
development of CSAH 4 corridor and gateway planning should be a goal. There was also
discussion on hiring another intern or a consultant to work on some projects.
Klein made motion, Petryk seconded, to adjourn at 9:51 p.m.
